He stated that
the position is primarily assigned to the Contract Communities.
St. Germain stated that he believes that Mike Nelson was a good choice for the
Animal Control position, noting that he is energetic, a self-starter, eager to
acquire knowledge for the position, and that he is working toward several levels
of certification.
Nelson advised the Group that there are four levels of Animal Control Officer
certification. He stated that he recently completed animal control training in
Alabama and that he has also been training in St. Paul, as a ride along with
their Animal Control Department. He stated that he plans to complete two
certifications within the next 12 — 18 months. He stated that certifications three
and four are not urgent. Nelson noted that there are seven different sets of
Animal Ordinances in the Contract Communities. He reported that he plans to
focus on condensing them into a "cheat sheet". He stated that he plans to work
with each community to determine if there are specific areas of concern.
Nelson reported that he has met with Hillcrest Animal Hospital to become aware
of their policy and procedures. He noted that he has been driving around the
communities to familiarize himself with the roads and the parks.
Urban asked about the procedure followed when a stray pet is picked up. Nelson
stated that he will first try to locate the owner. He stated that he plans to get a list
of all of the licensed animals in each community. Altendorfer noted that
information for door hangars is in the draft process. He stated that it is important
that the Dispatch Center be updated on the new animal control process, and that
there be coordination between the deputies and the Animal Control Officer.
There was a question with regard to the procedure to follow for animal control
complaints (call Nelson directly, e-mail, call Dispatch?). Sheriff Bostrom advised
the Group to just call 911, noting that the system is strong enough to handle the
calls.
It was reported that the non-emergency number for the Dispatch Center is 651-
767-0640, and that Mike Nelson's number is 651-248-2430; and Mike's e-mail
address is: Michael.Nelson(aD-CO.RAMSEY.MN.US
2
