NORTH METRO I-35W CORRIDOR COALITION 2963 Aspen Lake Drive N.E., Blaine, MN 55449 612-669-0274 August 3, 2012 Mayor David Grant 1245 Hwy 96 West Arden Hills, MN 55112 Dear Mayor Grant: We are writing to ask your City to become an active member of the North Metro 1-35W Corridor Coalition. The Coalition was established in 1996 to advocate for transportation system investments needed to reduce congestion, enhance mobility and support transit options. Your City was a charter member of the Coalition and we miss your participation. We believe that Arden Hills will benefit from our efforts and your membership will help ensure our success. As you are aware, Mn/DOT selected SRF Consulting Group to conduct a "Managed Lane Study" of the 1-35W Corridor between Downtown Minneapolis and Forest Lake. The study is being conducted under the guidance of a Technical Management Committee. That Committee is comprised of professional staff from the involved cities, counties and agencies, including Roseville. Assessment of options is underway and latest results were presented to the Committee yesterday. More substantive information will be available in October. A copy of the current "Study Overview" is attached and identifies the options considered and the assessment outcomes to date. While it will take several more months to prepare the final reports, we expect to begin discussion of implementation funding with Mn/DOT and the Metro Council shortly. Your City's presence at the table would be very helpful in this process. As noted in an earlier invitation sent by Coalition President Richard Swanson, we are asking for your consideration of an initial membership fee for 2012. Between now and November, we will work with all continuing and new members to develop a more detailed Work Plan for 2013 and beyond. Our normal policy is to set city member fees by formula @ 50% population and 50% tax capacity. We would appreciate an early opportunity to meet with your Council to further discuss this matter and stand ready to provide any information you might need to reach your decision.
