Ramsey County-Wide Emergency Operations Plan Revision 5.1,June,2005 <br /> • One representative of the St. Paul chapter of the American Red <br /> Cross <br /> ■ One representative of the Salvation Army <br /> • The Director of Emergency Management for the City of St. Paul <br /> • Such other ex-officio nonvoting members appointed by the Chair <br /> of the council, as appropriate <br /> Details of the role of the EMC are found in Appendix D of this plan. <br /> EMHS DUTY OFFICER <br /> Ramsey County EMHS maintains a 24-hour, 7 day per week duty officer. <br /> The State of Minnesota, the County Warning Point and all county <br /> departments, as well as all municipalities within the county have <br /> procedures in place to notify the EMHS Duty Officer if needed. <br /> ASSISTING AGENCIES <br /> State Organizations/Agencies <br /> The State government is responsible for providing resources to support <br /> community response, and for some emergencies, performing technical <br /> response functions on behalf of the communities. <br /> 1. Minnesota Homeland Security Emergency Management (HSEM) <br /> a. Activates and manages the State Emergency Operations Center <br /> (SEOC). <br /> b. Coordinates State resources. <br /> c. Controls access of air and rail traffic. <br /> d. Assists County and other State agencies in coordination of <br /> protective actions <br /> e. Requests and coordinates federal assistance agencies and <br /> programs <br /> 2. Minnesota Pollution Control Agency <br /> a. Provides personnel, equipment and materials to participate <br /> directly in the mitigation activities and debris management. <br /> b. Depending upon emergency recommends or directs protective <br /> `-- actions. <br /> 25 <br />
