#4) "Lack of detailed security plan." <br />Response: Developer submitted a description of security plan to staff on April 27, <br />2012. (See Attached) Developer has received no questions from staff regarding <br />this submittal. <br />#5) "Concerns over internal traffic circulation between lots and access to Lot 2." <br />Response: Lot 2 will have limited access over Lot 1 to access County Road E; <br />(see attached) the noted access will be governed by a private easement between <br />the owners of Lot 1 and Lot 2. Access from Lot 2 to Lexington Ave has been <br />assured by Ramsey County subject to the user of Lot 2 generating traffic <br />consistent with that which has been described in Amended Traffic Study as <br />attached. <br />#6) "General concerns over lack of a comprehensive plan for overall site." <br />Response: Same question as #1 - See response to question #1. <br />The developer has worked diligently in addressing concerns expressed by the City by <br />decreasing the overall apartment density as well as the inclusion of kitchens in each unit; to that <br />end the market rate apartments are now fully compliant with City code. The developer is <br />requesting no variances. <br />We have identified a 9,000 SF Specialty Retailer (see NOW Bikes letter) as additional uses are <br />identified for Lot 2 and the balance of the Specialty Retail area those uses will be presented to <br />the city so they can be evaluated and compared against the standards we have submitted. <br />The developer has received extremely positive feedback from potential tenants for the Specialty <br />Retail as well as potential residents of the apartment complex.
