Parks,Trails&Recreation Committee Meeting Minutes September 25,2012
Page 4
Ms. Holden also asked if Johanna Marsh was under a maintenance plan because she
noticed some roots on the tennis court. Ms. Olson indicated they cannot get rid of the
root intrusion with a resurface. In order to eliminate that issue, tree roots and
surrounding trees would need to be cut and the court would need to be reconstructed.
B. Off-Leash Dog Area Location Discussion
Ms. Olson explained the $7,500 figure in her memo was just a placeholder for the CIP
and the amount was for a smaller park that did not need a lot of work or grading. If the
Committee decided on a location that would need grading,then$7,500 would not be
enough. She indicated that after Council reviews the CIP again, this item may even be
eliminated. Ms. Olson questioned how the Committee would like to proceed with this.
She also handed out an article she received from the City Administrator regarding local
off-leash dog parks in the area that have issues with loud noise, etc.
Mr. Messerly asked since the dog park is in the CIP currently is this something the
Committee is required to move forward on. Ms. Olson indicated it is not required if the
PTRC is not in agreement to having it and have other priorities.
Committee Member O'Malley mentioned that she is not sure there is an appropriate
location in our park system.
MOTION: Committee Member Messerly motioned to table this item until March 2013
seconded by Committee Member Peck. Discussion ensued.
Committee Member O'Malley questioned what the amount would be if they had to go to
Parkshore. Ms. Olson indicated it would be significant because the area would need
grading, a parking lot, fencing, etc...
Council Liaison Holden indicated that taxes are going up because of the law change so
Council will be looking at items to cut as well.
Committee Member Peck asked Committee Member Straumann whether the County had
indicated any places as being feasible. Mr. Straumann indicated the western part of Tony
Schmidt was looked at but there was no way to get the dogs down to the water.
MOTION (Called to vote): The motion carried 7-1 (Committee Member Peck).
C. Newsletter Article Schedule
Ms. Olson recapped that the PTRC has been submitting regular articles for the Newsletter
and that she feels everyone has been doing a wonderful job with the articles. She noted
that Committee Member O'Malley will be doing the next article which will be due
Friday, October 5. Ms. Olson handed out a sign-up sheet for the months of December
through May. Council Liaison Holden mentioned that the old newsletters are out on the
website in case anyone wanted to look back to see what articles had already been
submitted.
