It should be noted <br /> that as a pre-existing hotel being converted into residential apartments, there are <br /> structural challenges that would not exist if the building were a new construction project. <br /> Furthermore,the proposal does include substantially more usable common and leisure <br /> area than the minimum zoning requirements,which may off-set the need for larger unit <br /> sizes. In addition, the target market for the units is likely to be younger people and <br /> students, who may not desire larger unit sizes. <br /> Security Plan <br /> The applicant has met with the Ramsey County Sheriff's Department to discuss their <br /> security plan. Deputy Eastham has indicated that he has met with the applicants, <br /> provided comment, and is satisfied with the direction of discussions as well as the <br /> revisions that have been made by the applicant. At this point the security plan has not <br /> been finalized; however,the Security Plan will need to be implemented by the applicant, <br /> and inspected and approved by the Sheriff's Department prior to issuance of a Certificate <br /> of Occupancy on the property. <br /> Lighting Plan—Meets Requirements <br /> A photometric plan was submitted and has been reviewed by the Ramsey County <br /> Sheriff's Department. Revisions have been made based on Deputy Eastham's comments, <br /> and the revised plan has been approved by the Sheriff's Department. The plan complies <br /> with the City's lighting requirements. <br /> Parking—Flexibility Requested <br /> The Zoning Code requires at least one stall per unit to be enclosed. The proposed plan <br /> indicates no enclosed parking stalls. The pre-existing parking lot and building make <br /> structured parking difficult to incorporate onto the site. The applicant has proposed a <br /> reconstruction of the parking lot with additional lighting to provide a safe, secure, and <br /> aesthetically pleasing parking lot area. <br /> Common Area—Meets Requirements <br /> The Zoning Code requires common area to be provided that is devoted to recreation or <br /> leisure activities, and that both indoor and outdoor common areas be included. The <br /> proposed plan has a large amount of interior common space, as well as newly created. <br /> outdoor green space.
