Both the 2030 Comprehensive Plan and the zoning regulations contemplated a 585-acre TCAAP <br /> site that included 460 acres for development, right of way, parks and open space, and stormwater <br /> management; 49 acres for a wildlife corridor; and 76.5 acres for the Primer-Tracer area. <br /> Ramsey County's acquisition of the TCAAP property includes only 427 acres, all of which are <br /> anticipated for development, right of way, parks and open space, and storm water management. <br /> The County will separately acquire 30.5 acres(of the original 460 acres of developable land)to use <br /> as a north-south trail corridor, as well as 49 acres for the wildlife corridor (Attachment A). The <br /> 76.5-acre Primer-Tracer area is anticipated to be reabsorbed into AHATS. <br /> Ramsey County has contracted with Maxfield Research to complete a Market Potential Analysis <br /> for the 427-acre TCAAP site. The analysis is not yet complete;however,Maxfield has prepared a <br /> draft with preliminary findings. The market analysis is a snapshot in time that reflects the <br /> possible market potential for development on TCAAP over a 5-year time period. The County <br /> intends to update the study in 2 years, and then update it annually after that. It is likely that the <br /> numbers suggested in the market analysis will change over time. <br /> 2030 Comprehensive Plan Review <br /> When the 2030 Comprehensive Plan was adopted in 2008,the City had not yet approved a master <br /> plan for the TCAAP site. In lieu of a detailed master plan,that City adopted a vision for the future <br /> use of the TCAAP site based on previous planning efforts,but with less detail than a typical master <br /> plan. The future land use designations were generally split down the center of the property with <br /> Mixed Business identified for the west side of the site, and Mixed Residential identified for the <br /> east side. It was anticipated that once a TCAAP master plan was adopted by the City that the <br /> 2030 Comprehensive Plan would need to be amended. The Comprehensive Plan specifically <br /> states that"Upon selection of a land use plan, this Comprehensive Plan will be amended to reflect <br /> the approved land use designations in TCAAP". <br /> The future land use map includes just two land uses,Mixed Business and Mixed Residential.
