ATTACHMENTA <br />cleaningupmaterialspillage.Designatedrecyclablesshalltransportedinacoveredvehiclesothat <br />therecyclablesdonotdroporblowontoanystreetorprivatepropertyduring <br />2019.tobeto <br />UponcollectionbytheCity'srecyclingContractor,theCity'sContractorshalldeliverdesignated <br />recyclablestoarecyclablematerialprocessingcenter,anendmarketforsalereuse,ortoan <br />intermediatecollectioncenterforlaterdeliverytoaprocessingcenterormarket.Itisunlawfulfor <br />anypersontotransportfordisposalortodisposeofrecyclablesinamixedmunicipalsolid <br />wastedisposalfacility.TheContractorshalllandfill,incinerate,compostormakefuelpelletsoutof <br />therecyclable <br />2120.GlassMarket <br />TheCityandContractorherebyagreethatECulletInc.(SaintPaul,MN)AnchorGlassCorp.(Shakopee,MN) <br />shallbeprimarymarketofchoiceforglassbottlesandjarscollectedfromtheCity's <br />program.TheContractorshalldevelopaproposedglassmarketingcontingencyplanwritingforreview, <br />commentandapprovalbytheCity.Thiscontingencyplanshallbeonrecyclingglassintomarkets <br />withthehighestandbestuseofthiscommodity.Contractorshallprovideanannualassessmentof <br />theAnchorglassmarketaspartofannualreporttothe <br />TheContractorshallprovideasmuchnoticeaspossibleiftheECulletInc.Anchorglassplantstops <br />acceptingrecyclableglasscullet,orotherwisebecomeseconomicallyunfeasibleasprimaryglass <br />marketoutlet.IfECulletInc.Anchorisnolongeraviableprimarymarketforglass,andifContractor <br />mustadjustitsglassprocessingand/ormarketingoperations,themaysubmitaproposedper <br />tonfeeamendmenttotheCity.Thispertonfeeamendmentproposalmustincludeadetailedcost <br />justificationforanyfeeincrease.Oncetheamendmentproposalissubmitted,theCityshallhave30 <br />daystonegotiateafinalamendmentwiththeContractorforapprovalbytheCity <br />2221.mustbe <br />Form <br />TheContractorshallassuretheCitythatadequaterecyclablematerialprocessingcapacitywillbe <br />providedforCitymaterialcollected.TheContractorshallprovidewrittennoticetoCityatleast60 <br />daysinadvanceofanysubstantialchangeintheseorsubsequentplansreceivingandprocessing <br />recyclablescollectedfromthe <br />2322.as <br />TheContractorshallconductatleastonematerialscompositionanalysisoftherecyclableseachyear <br />toestimatetherelativeamountbyweightofeachbygrade.Theresultsofthis <br />analysisshallinclude:(1)percentbyweightofrecyclablecommoditybygradeascollectedfromthe <br />City;(2)relativechangecomparedtothepreviousyear'scomposition;and(3)adescriptionofthe <br />methodologyusedtocalculatethecomposition,includingnumberofsamples,datesweighed,andCity <br />route(s)usedsampling.TheContractorshallprovidetheCitywithacopyofeachsuchanalysis. <br />2423.ProcessR <br />TheContractorshallprovidetheCityawrittendescriptionofthemeanstoestimateresiduals <br />derivedfromtheCity'srecyclables.Thiswrittendescriptionshallbereviewedapprovedinwritingby <br />theCity.Thiswrittendescriptionshallbeupdatedbytheimmediatelyafteranysignificant <br />changestotheprocessingfacilitiesusedbythe <br />
