ATTACHMENTB <br />personnelphysicallytouchesthemforcollection,atwhichtimetheownershiptherecyclablesshall <br />transferto <br />17. <br />Allrecyclablematerialsplacedforcollectionshallbeownedbyandaretheresponsibilitytheoccupants <br />ofresidentialpropertiesuntiltheContractorhandlesthem.Uponcollectionthedesignatedrecyclable <br />materialsbytheContractor,therecyclablematerialsbecomepropertyandresponsibilityofthe <br />ItisunlawfulforanypersonotherthantheCity'srecyclingContractororowner'sindependenthaulerto <br />collect,remove,ordisposeofdesignatedrecyclablesafterthematerialshaveplacedordepositedfor <br />collectionintherecyclingcontainers.Theowner,employees,owner'sindependenthauler's <br />employees,orCity'srecyclingemployeesmaynotcollector"scavenge"throughrecyclingin <br />anymannerthatinterferesthecontractedrecycling <br />18.oforB <br />TheContractorshallcleanupanymaterialspilledorblownduringthecourseofcollectionand/orhauling <br />operations.Allcollectionvehiclesshallbeequippedwithatleastoneandoneshovelforusein <br />transportedinacoveredvehiclesothat <br />cleaningupmaterialspillage.Designatedrecyclablesshall <br />therecyclablesdonotdroporblowontoanystreetorprivatepropertyduring <br />19.tobeto <br />UponcollectionbytheCity'srecyclingContractor,theCity'sContractorshalldeliverdesignated <br />recyclablestoarecyclablematerialprocessingcenter,anendmarketforsalereuse,ortoan <br />intermediatecollectioncenterforlaterdeliverytoaprocessingcenterormarket.Itisunlawfulfor <br />anypersontotransportfordisposalortodisposeofrecyclablesinamixedmunicipalsolid <br />wastedisposalfacility.TheContractorshalllandfill,incinerate,compostormakefuelpelletsoutof <br />therecyclable <br />20.GlassMarket <br />TheCityandContractorherebyagreethatECulletInc.(SaintPaul,MN)shallbeprimarymarketof <br />choiceforglassbottlesandjarscollectedfromtheCity'sprogram.TheContractorshalldevelop <br />aproposedglassmarketingcontingencyplanwritingforreview,commentandapprovalbytheCity. <br />Thiscontingencyplanshallbeonrecyclingglassintomarketswiththehighestandbestuseofthis <br />commodity.ContractorshallprovideanannualassessmentoftheAnchorglassmarketaspartof <br />annualreporttothe <br />TheContractorshallprovideasmuchnoticeaspossibleiftheECulletInc.glassplantstops <br />acceptingrecyclableglasscullet,orotherwisebecomeseconomicallyunfeasibleasprimaryglass <br />marketoutlet.IfECulletInc.isnolongeraviableprimarymarketforglass,andifContractormust <br />adjustitsglassprocessingand/ormarketingoperations,themaysubmitaproposedpertonfee <br />amendmenttotheCity.Thispertonfeeamendmentproposalmustincludeadetailedcostjustificationfor <br />anyfeeincrease.Oncetheamendmentproposalissubmitted,theCityshallhave30daystonegotiate <br />afinalamendmentwiththeContractorforapprovalbytheCity <br />
