ARDEN HILLS CITY COUNCIL—FEBRUARY 25, 2013 2 <br /> Mayor Grant stated that City staff recently went to Mr. Dragich's home to test the water meter <br /> reader. The main water supply valve was turned off, and readings were taken. The results <br /> showed that the valve was shut off. When the valve was turned back on, the readings read as <br /> such. <br /> Mayor Grant noted that this will be treated as an appeal, and that he would like to further discuss <br /> this utility billing issue at a work session on March 18, 2013. <br /> A. Acknowledge Receipt of CAFR Award <br /> Mayor Grant announced that a letter was received from the Government Finance Officers <br /> Association (GFOA) stating that the City is the recipient of the Comprehensive Annual Financial <br /> Report (CAFR) Award. He noted that this award represents a significant accomplishment, and he <br /> extended his appreciation to the entire Finance Department for their outstanding work. He noted <br /> that the Finance Department has consistently received the CAFR Award throughout the years and <br /> he thanked the department for their continued efforts. <br /> City Administrator Klaers stated that the official plaque should arrive in approximately six <br /> weeks. <br /> Mayor Grant stated that a formal presentation of the award will be given once the plaque has <br /> been received. <br /> 3. STAFF COMMENTS <br /> A. TCAAP Update <br /> Community Development Director Hutmacher stated that the City held a pre-proposal meeting <br /> for the TCAAP Alternative Urban Areawide Review (AUAR), Master Plan, and Regulations and <br /> Policies on February 21, 2013. She noted that in addition to City and County staff, 18 <br /> representatives from planning and engineering consulting firms were also in attendance. <br /> Community Development Director Hutmacher indicated that the list of those who attended the <br /> meeting as well as responses to questions submitted regarding the Request for Proposal (RFP) is <br /> posted on the City's website. She stated that the proposals are due on March 15, 2013. <br /> Community Development Director Hutmacher noted that the Joint Development Authority <br /> (JDA) will have its first meeting on Wednesday, February 27. The meeting will be held in the <br /> Council Chambers and it will begin at 5:30 p.m. <br /> 4. APPROVAL OF MINUTES <br /> A. January 14, 2013, Regular City Council <br /> B. January 22, 2013, City Council Work Session <br /> MOTION: Councilmember Holden moved and Councilmember Werner seconded a <br /> motion to approve the January 14, 2013, regular City Council meeting <br />
