Memorandum <br />Suite 238N <br />2550 University Avenue West <br />St. Paul, Minnesota <br />55114 <br />Date:June 6, 2013 <br />To: Arden Hills City Council <br />From:Jessica Laabs, Kimley-Horn and Associates, Inc. <br />Subject:City Council comments on the Draft Public Involvement Plan for <br />TCAAP Master Planning process <br />Kimley-Horn has prepared a draft Public Involvement Plan (PIP) for the TCAAP <br />Master Planning process. The PIP was reviewed with members of the Arden <br />Hills City Councilduring a work session on May 28, 2013, and with the Joint- <br />Development Authority (JDA) at its meeting on June 3, 2013. <br />As a general summary, Council Members would like to ensure that residents are <br />engaged early in the process andallowed opportunities to voice their opinions <br />about the project.Similar comments were raised at the JDA.We appreciate the <br />feedback, and agree. The following paragraphs summarize our approach to <br />making changes to the PIP, in response to Council and JDA comments. <br />Early Engagement <br />To facilitate early engagement in the process, we have expanded the purpose and <br />the breadth of the Developer Panel with Citizen Participation, scheduled for the <br />end of July. Thelanguage stating the purpose of this activity(topof page6in the <br />PIP) has been revised, to more accurately reflect the intent of providing <br />information to the public on the development process/challenges, and soliciting <br />initial public input on site opportunities. A targeted invite list will be utilized,to <br />re-engage those residents and organizations (i.e. Restoration Advisory Board, <br />etc.) who have been involved with the project in the past/are presently involved. <br />While we originally envisioned this workshop to be 25-30 attendees, we have <br />expanded to 50,with not just Q&A, but active facilitated discussions for citizens. <br />The input received from developers and residents will help to define the <br />parameters by which the site can be developed. <br />TEL 651 645 4197 <br />FAX 651 645 5116 <br />
