ARDEN HILLS CITY COUNCIL JULY 8, 2013 4 <br /> <br />7. PUBLIC HEARINGS <br /> <br /> <br /> <br />A.TCAAP Development Discussion Opportunity for Residents <br /> <br />Mayor Grant <br /> opened the public hearing at 7:33 p.m. <br /> <br />Lyle Salmela <br />, 1480 Arden Vista Court, explained that he has been following this project for the <br />past 10 years. He encouraged the City to be bold with the planning of this site. He supported the <br />existing framework and vision for the TCAAP project. He recommended the design be <br />sustainable to create a stable tax base, and requested that transportation and traffic be fully <br />thought through by the Council and City staff. It was his suggestion to have a large traffic hub at <br />County Road H. <br /> <br />Mr. Salmela <br />presented the Council with a handout and then discussed a recent trip he took to <br />Europe. He encouraged the Council to consider a higher density footprint for retail as was seen <br />through his travels. He provided comment on a new development in Rosemount. He requested <br />solar and geothermal energy be considered for TCAAP. He wanted to see that the TCAAP <br />development be unique and stand out in the metro area. He recommended that the property have a <br />water tower with a viewing area as it would provide an incredible view of the downtown skyline. <br /> <br />Mr. Salmela <br /> suggested that the land be marketed both locally and nationally. This may bring in <br />larger tenants or corporations and ultimately, jobs to Arden Hills. He recommended the JDA <br />consider forming a task force committee. He then thanked the Council for their time. <br /> <br />Mayor Grant <br /> closed the public hearing at 7:47 p.m. <br /> <br />8. NEW BUSINESS <br /> <br />A. Planning Case 13-003 3833 Lexington Avenue Master Planned Unit <br />Development, Final PUD for Phase I, and Preliminary Plat <br /> <br />Community Development Intern Bachler <br /> stated that the applicant has requested approval of the <br />Master Planned Unit Development, Final Planned Unit Development of Phase I, and Preliminary <br />Plat of the Lexington Station redevelopment proposal. He explained that Roberts Development <br />Company owns the industrial warehouse building at 3771 Lexington Avenue that has been <br />converted to retail use, as well as the property at 1120 Red Fox Road. They recently closed on the <br />former Blue Fox property at 3833 Lexington Avenue, which consists of two parcels. The company <br />is in the process of platting the property to merge the two parcels together. The applicant is <br />proposing a multi-phased redevelopment at the southwest corner of Red Fox Road and Lexington <br />Avenue that would include all four parcels. In total, 7.57 acres would be included in the <br />redevelopment project. <br /> <br />Community Development Intern Bachler <br /> indicated that Phase I would include the demolition of <br />the Blue Fox Restaurant and the construction of an approximately 15,000 square foot retail <br />building for up to nine tenants. Two of the larger retail bays have been designed to accommodate <br />restaurant users. The site plan includes a drive-up window located on the northern side of the <br />building and outdoor seating areas in front of the two restaurant bays. The primary building façade <br /> <br />
