ARDEN HILLS CITY COUNCIL JULY 8, 2013 10 <br /> <br />Mayor Grant <br /> asked why a green roof was selected for the trash enclosure. <br /> <br />Mr. Roberts <br /> stated this was discussed favorably with the Planning Commission. <br /> <br />Mayor Grant <br /> questioned if the applicant had a materials board for the Council to review. <br /> <br />Mr. Roberts <br /> presented the Council with a brick materials board stating that the brick coursing <br />would vary on the building to add architectural interest. He commented that the grout would be <br />gray in color. The mason stone used on the building was also reviewed. <br /> <br />Councilmember Holden <br /> asked if the applicant had spoken with the County regarding the traffic <br />study and access points. <br /> <br />Mr. Roberts <br /> explained that the County was willing to grant them access directly across from <br />Target if the current access point was forfeited. Further discussion ensued regarding the traffic <br />study. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to approve Planning Case 13-003 for a Master Planned Unit <br />Development, Final Planned Unit Development for Phase I, and Preliminary <br />Plat of the Lexington Station Redevelopment Proposal at 3833 Lexington <br />Avenue based on the findings of fact and the submitted plans, as amended by <br />the conditions in the July 8, 2013, report to the City Council. <br /> <br />Mayor Grant <br />asked for Council discussion on the motion. <br /> <br />Councilmember Holmes <br /> asked if any of the conditions addressed the sidewalk and right turn lane <br />easement along Lexington Avenue. <br /> <br />Community Development Intern Bachler <br /> stated that the right turn lane easement was addressed <br />in Condition 10. He indicated that the sidewalk would have to be constructed as noted on Phase I <br />of the site plan. <br /> <br />Councilmember Holden <br /> commented that it would be 10 years before the Phase III sidewalk was <br />installed. This would prohibit people from safely getting to Phase I. She encouraged the <br />applicant to install the entire sidewalk in Phase I. <br /> <br />Mayor Grant <br /> was in favor of having a sidewalk running the full length of the property and <br />having this completed in Phase I. <br /> <br />Mr. Roberts <br /> explained that he did not want to have to incur the expense in Phase I for the entire <br />sidewalk if it had to be removed for side grading and construction in Phase III. <br /> <br />Mayor Grant <br />understood this concern, but stated that the sidewalk did provide an amenity to the <br />tenants within the development and would draw people to the property. <br /> <br /> <br />
