ARDEN HILLS CITY COUNCIL—JULY 8, 2013 2
State Senator Bev Scalze discussed the recently approved data privacy bill, along with the
changes made to the LGA formula. It was noted that the state sales tax will be eliminated for
municipalities in 2014. She commented that she has worked on organizing trash collection, which
would reduce the wear and tear on City streets. She explained that the use of coal tar products in
driveway sealants will no longer be allowed in the State of Minnesota as it is harmful to both
people and waterways.
Representative Barb Yarusso commented that she has enjoyed her first term representing the
City of Arden Hills. She discussed the committees she serves and noted that the aid per pupil will
be increasing for the coming 2013-14 school year. She noted that the Highway 96 bridge at 35W
is a concern and she is trying to secure funding for this project. In addition, public transit will
continue to be an item of interest. She reported that a no excuse absentee voting bill was passed.
Representative Yarusso encouraged the Council and residents to be in contact with her via email
with any comments or questions.
Councilmember Holden thanked the representatives for their continued support regarding the
TCAAP project.
B. TCAAP Update
Community Development Director Hutmacher stated that demolition and remediation
continues on the TCAAP site. It was noted that the Council approved the Public Involvement
Plan (PIP) on June 10, 2013. The City is currently planning two public involvement events. She
reported that the first TCAAP public involvement event will be held on Tuesday, July 30, from
6:00 to 8:00 pm at the Marsden Conference Room, Ramsey County Public Works Facility. The
event will begin with a panel discussion followed by a question and answer period. Following the
panel discussion, small break-out groups will be held for facilitated discussion on the following
topics:
• Transportation and Access
• Commercial and Residential Development
• Active and Passive Open Space
• Energy and Sustainability
Community Development Director Hutmacher commented that this is a public event, but
RSVPs are requested so that the City can adequately plan for the number of tables, facilitators,
and note takers needed for the break-out groups. A notice has been posted on the City's website
and announcements are being made at City Council meetings. This is not an "open house" event,
and attendees are asked to commit to the entire two-hour time period.
Community Development Director Hutmacher indicated that the first open house event has
been scheduled for Tuesday, September 17, from 5:30 to 7:30 pm and will be held in the Marsden
Conference Room. Because this event will be structured in the "open house" style, attendees may
arrive at any time that is convenient for them. Additional details regarding this event will be
available in August.
