<br />AGENDA ITEM 1B <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> November 18, 2013 <br /> <br />TO: Honorable Mayor and City Council <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br /> Matthew Bachler, Community Development Intern <br /> <br />SUBECT:Planning Case 13-017: 1201 County Road E PUD Amendment <br /> <br /> <br />Requested Action <br /> <br />TAT Properties is requesting a review of a proposed PUD Amendment at 1201 County Road E <br />for a 17,000 square foot retail building to be located at the corner of County Road E and <br />Lexington Avenue. <br /> <br /> <br />Background <br /> <br />In 2012, the City Council approved a PUD for 1201 County Road E to allow the reuse of the <br />existing building on the property for residential apartments and retail space. Approximately two- <br />acres of land on the eastern end of the site remain undeveloped (Attachment A). The PUD <br />Agreement between the City and the property owner states that any future development of this <br />area would require a separate land use application. <br /> <br />TAT Properties submitted an application for a PUD Amendment on September 9, 2013 <br />(Attachment B). The proposed project includes a 17,000 foot square retail building that would be <br />leased to Goodwill. No subdivision of the property is planned at this time. Two access drives <br />were originally proposed: one on Lexington Avenue and the second on County Road E at the <br />eastern end of the site, which is an existing access point. Ramsey County reviewed the plans for <br />the project and determined that an access along Lexington Avenue would not be permitted due to <br />traffic management concerns. Staff subsequently notified TAT Properties that the application <br />was determined to be incomplete because the proposed site layout was no longer feasible in light <br />.
