AGENDA ITEM 1B MEMORANDUM DATE: November 18, 2013 TO: Honorable Mayor and City Council Patrick Klaers, City Administrator FROM: Matthew Bachler, Community Development Intern SUBECT:Planning Case 13-017: 1201 County Road E PUD Amendment Requested Action TAT Properties is requesting a review of a proposed PUD Amendment at 1201 County Road E for a 17,000 square foot retail building to be located at the corner of County Road E and Lexington Avenue. Background In 2012, the City Council approved a PUD for 1201 County Road E to allow the reuse of the existing building on the property for residential apartments and retail space. Approximately two- acres of land on the eastern end of the site remain undeveloped (Attachment A). The PUD Agreement between the City and the property owner states that any future development of this area would require a separate land use application. TAT Properties submitted an application for a PUD Amendment on September 9, 2013 (Attachment B). The proposed project includes a 17,000 foot square retail building that would be leased to Goodwill. No subdivision of the property is planned at this time. Two access drives were originally proposed: one on Lexington Avenue and the second on County Road E at the eastern end of the site, which is an existing access point. Ramsey County reviewed the plans for the project and determined that an access along Lexington Avenue would not be permitted due to traffic management concerns. Staff subsequently notified TAT Properties that the application was determined to be incomplete because the proposed site layout was no longer feasible in light . TAT Properties has since updated their plans to address access to and circulation on the site (Attachment C).
