Of this total area, 3,541 square feet (10.4 percent) is <br />occupied by planting islands. <br /> <br />Tree Selection Meets Requirements <br />The proposed Red Maple, Honey Locust, and Snow Crab trees are appropriate for urbanized <br />locations and should grow well in their proposed locations. <br /> <br />B. Lighting Section 1325.05 Subd. 3 Meets Requirements <br />Light poles located around the parking area perimeter and exterior building lights will be used to <br />illuminate the site. All proposed lighting fixtures will be adequately hooded to direct light to the <br />intended area. The City Code requires that cast light not exceed a meter reading of one foot <br />candle on travel lanes of adjoining public streets. The submitted photometric plan shows <br />readings on Lexington Avenue that meet the Code requirements. However, the plan does not <br />fully show meter readings on County Road E. At the street curb line, several meter readings are <br />in the 1.1 to 1.4 candle range. Given these low readings, it is likely that the meter readings on the <br />County Road E travel lanes would not be in excess of the lighting requirements. Staff is <br />recommending a condition be added requiring that a final lighting plan be approved by the City <br />and the Ramsey County Sherriff prior to the issuance of a building permit. <br /> <br />C. Screening Section 1325.05 Subd. 4 Meets Requirements <br />Screening is required for all parking and loading service areas. Existing and new tree plantings <br />along County Road E should provide adequate screening of the parking area from the public <br />street. A proposed four-foot high wrought iron fence along the southern end of the parking lot <br />would provide additional screening. <br /> <br />Staff has expressed concern to the applicant about the visibility of the trailer that will be parked <br />in the loading dock area. Goodwill would use the trailer to collect donations over the course of <br />several days, at which point a new trailer would be dropped off. In effect, a trailer would be <br />parked in the loading area at all times and the use of the space would function as exterior storage. <br />The loading dock area is located behind the building and would mostly be concealed from public <br />view by an eight-foot tall metal screen and gate. The applicant expects only the very top portion <br />of the trailer to be visible above the screening. <br /> <br />The loading ramp would slope at a grade of five percent and the distance between the lowest <br />point of the ramp and the loading dock would be approximately four feet. Coupled with the eight <br />foot screening fence, the distance from the bottom of the loading ramp to the top of the fence <br />would be approximately 12 feet. The height of a trailer typically ranges from 13 to 14 feet. From <br />the bottom to the top of the ramp, one to four feet of the upper portion of the trailer would likely <br />extend above the screening. On average, the trailer would be 40 feet in length and the loading <br />area is approximately 55 feet long, leaving a minimum setback of 10 feet from the loading area <br />gate to the parked trailer.
