<br />The building will be serviced by roof-mounted mechanical operating equipment. The applicant <br />has acknowledged that this equipment will either be screened or located so as not to be visible <br />from adjacent properties and public streets. The use of wood screening for mechanical equipment <br />is not permitted in the B-2 District. <br /> <br /> <br />Section 1325.05 Subd. 8 B-2 District Design Standards <br /> <br />On November 25, 2013, the City Council approved Ordinance 2013-012, which amended <br />Section 1325.05, Subd. 8 of the Zoning Code regarding Additional Design Standards for New <br />Development, Redevelopment, and Modifications to Existing Sites in the B-2 and B-3 Districts. <br />This land use application is the first proposal to be evaluated by the City using the revised design <br />standards for the B-2 District. <br /> <br />Building Materials Meets Requirements <br />The applicant has proposed using utility face brick and transparent glass as the principal building <br />materials. At least 75 percent of the exterior building materials are required to be comprised of <br />brick masonry, tile masonry, natural or synthetic stone, decorative concrete plank siding, or <br />transparent glass. Of the total area of all four façades, 74.3 percent would be made of brick or <br />windows. <br /> <br />EIFS would be used as a trim material and would comprise the remaining 25.7 percent of the <br />total façade area. The design standards require that EIFS be located at a minimum 12 feet above <br />the ground line. The submitted building elevation plans show all EIFS material at approximately <br />13 feet above grade. <br /> <br />Building Design Exceeds Requirements <br />The building design section includes several provisions, all of which the proposal meets or <br />exceeds. At least 50 percent of the largest building on each site is required to be constructed at <br />the front setback line. In this case, the entire building is effectively located at the front setback <br />line along Lexington Avenue and County Road E. The project narrative submitted by the <br />applicant notes that the building has been oriented close to the public streets in order to <br />encourage pedestrian interaction and to better conceal the parking lot area from the intersection. <br /> <br />The proposed building design includes façade treatment on all four sides of the building. The <br />façades facing west, south, and east are all designed to have the appearance of the primary store <br />entrance. Visual intereswith the use of windows, <br />façade modulation, and landscaping.
