<br />Landscaping Flexibility Requested <br />One tree planting is required along the right-of-way for every 40 feet of street frontage. Between <br />County Road E and Lexington Avenue, the site has approximately 500 feet of street frontage. A <br />total of 12 trees are required in this case and 7 are provided. The Zoning Code restricts the <br />placement of trees within drainage and utility easements and road right-of-ways. Due to the <br />building being oriented close to the two public streets and the location of easements and right-of- <br />ways along the southern and eastern sides of the property, there are site constraints that prevent <br />the applicant from meeting this requirement. <br /> <br />Parking Meets Requirements <br />The proposed parking area would be located in the side and rear yards of the site. No parking <br />would be located between the street right-of-way and the building. The design standards require <br />that no more than 50 percent of parking on a site be placed between buildings. While slightly <br />more than 50 percent of the additional parking space proposed would be located between the E <br />Street Flats building and the retail building, overall a majority of the parking spaces on the site <br />would be located in the rear of the two buildings. <br /> <br />Parking lots adjacent to streets are required to be screened from view with landscaping or <br />decorative masonry walls. Existing and proposed tree plantings along County Road E and <br />Lexington Avenue should provide adequate screening of the parking areas on the site. A <br />decorative four-foot wrought iron fence along County Road E is also proposed. This fence would <br />be similar in appearance to the fence in front of the E Street Shoppes retail area. The landscaping <br />plan shows a generous amount of plantings around the perimeter of the parking lot, which will <br />help shade and soften this area. <br /> <br />Pedestrian Circulation Meets Requirements <br />Sites must be designed to accommodate the safe mobility of pedestrians to and within the site. <br />The proposed site plan includes a sidewalk in front of the primary building entrance that <br />connects to a public sidewalk on County Road E, a segment of which will be completed as part <br />of this project. The remainder of the sidewalk along the property at 1201 County Road E will be <br />completed by the City at a later date as part of the B-2 District streetscape improvement project. <br />An existing sidewalk along Lexington Avenue connects the development to Shannon Square to <br />the north and Arden Plaza to the south. <br /> <br />Bicycle Parking Meets Requirements <br />For commercial properties, one bicycle parking space is required for every 20 automobile <br />parking spaces. In this case, given the 65 additional parking spaces being proposed, three parking <br />spaces for bicycles would be required. The applicant has included three, inverted <br />on the west side of the building, north of the primary entrance.
