 <br />MEMORANDUM <br />DATE:EDC Agenda Item 5.A <br />April 3, 2013 <br />TO: <br />Economic Development Commission Chair and Commissioners <br />FROM: <br />Jill Hutmacher, Community Development Director <br />SUBJECT: <br />TCAAP Update <br />The Congressional Oversight Committee issued their “letter of concurrence” on the County’s <br />Offer to Purchase (OTP) for the TCAAP Property.This means that the OTP has been accepted <br />by the federal government, and the County and General Services Administration will move <br />forward with closing in mid-April. <br />Ramsey County has issued a Limited Notice to Proceed to Bolander & Sons, Inc. This allows <br />Bolander to begin working on the schedule, work plan, and permitting processwhich is <br />anticipated to take 60 to 90 days. Permits are required from the MPCA, Rice Creek Watershed <br />District, and the City. <br />Bolander has moved heavy equipment inside the TCAAP perimeter fence off of County Road H. <br />The imposition of road weight restrictions on March 15 prevents movement of heavy equipment <br />for several weeks. Bolander will be prepared to begin site work immediately following closing. <br />The City received five proposals from high-quality local consulting firms for the TCAAP <br />AUAR, MasterPlan, and Regulations & Policies. The selection committee has reviewed the <br />proposals and has invited two firms, HKGi and Kimley-Horn, for interviews which will be held <br />on March 29 and April 2. <br />The first meeting of the Joint Development Authority was held on February 27, 2013.
