<br />3.4.OPTIONAL PRIVATE DRIVE CROSS ACCESS CONNECTIONS <br />This type of improvement would allow or facilitate access between contiguous parcels along the <br />corridor without having to travel on County Road E. This is generally a desirable approach to support <br />the closure and consolidation of driveway access locations on an arterial roadway. These <br />improvements are considered optional because the City does not have jurisdiction to make <br />transportation improvements on private parcels. However, the City can coordinate and facilitate the <br />implementation of such improvements and provide financial resources. <br />Several cross access locations have been identified and evaluated on a preliminary basis. They include <br />the following: <br />Former Carroll’s Furniture/Davidson connection; would consolidate two driveways to one. <br />· <br />Northpark/Wellington connection; would reduce vehicular trips along County Road E <br />· <br />between these properties. <br />Commers/Wellington connection; would reduce vehicular trips along County Road E between <br />· <br />these properties. <br />3.5.TRAFFIC SIGNAL SYSTEMS <br />The proposed project includes upgrades to the signal systems at County Road E intersections at <br />Connelly Avenue, Pine Tree Drive, and Lexington Avenue, respectively. These upgrades include the <br />following elements: <br />New loop detectors as required for lane reconfigurations <br />· <br />New LED pedestrian countdown timers <br />· <br />New push button activated audio message systems for pedestrians <br />· <br />Conversion to flashing yellow arrow systems for eastbound and westbound left turning <br />· <br />movements <br />New poles and mast arms as needed to accommodate roadway widening and/or lane <br />· <br />reconfigurations <br />Based on project coordination discussions with Mn/DOT, it is expected that the Connelly Avenue <br />signal improvements will be included with Mn/DOT’s T.H. 51 bridge project. <br />3.6.LIGHTING AND LANDSCAPING <br />The existing corridor has roadway lighting that is adequate for general conditions and purposes. <br />However, the project is recommended to include supplemental decorative pedestrian-scale lighting for <br />context enhancement. Implementation alternatives may include traditional City construction, <br />ownership and maintenance, or possible Xcel Energy construction and lease back to the City. The <br />project also includes the addition of boulevard trees to improve aesthetics and to enhance the <br />pedestrian experience along the corridor. The supplemental decorative lighting and the boulevard trees <br />are consistent with the vision identified in the 2008 for the B-2 District. <br />Guiding Plan <br />Estimated construction costs presented in this report include a 37 percent contingency factor, in accordance with <br />City policy. Final costs and assessments will be determined by using low-bid construction costs of the proposed <br />work. <br /> <br />
