<br />The City of Arden Hills’ assessment policy is most applicable to residential neighborhood road improvements, <br />where the City funds 50% of the project, and the remaining 50% is assessed to adjacent properties on a “per unit” <br />basis. This generally assigns an equal assessment amount to most benefitting properties, except for those larger <br />properties that could be assigned more than one “unit”. <br />Using the City’s existing policy as a basis, assessments for the County Road E improvements were also calculated <br />using 50% of the estimated City’s cost. This total assessment amount equals $428,823. Those assessable costs <br />associated with decorative lighting and landscaping trees are assessed, based on a front footage basis, to properties <br />adjacent to the corridor. The remaining assessed costs are assessed to all properties within the B-2 District on a per <br />acre basis. This approach recognizes the focused benefit of aesthetic improvements to adjacent properties, the <br />broader functional and operational benefits the street improvements have to the overall District, and it accounts for <br />the large variation in parcel sizes and development potential of those properties within the District. <br />Special consideration was given to the proposed improvements along Connelly Street, which are intended to be <br />more local improvements, rather than District wide improvements. Accordingly, 50% of the Connelly Street <br />improvements are proposed to be assessed to the adjacent Flaherty and Pot-O-Gold properties only. <br />A preliminary assessment map and assessment roll are included in Appendix B of this report. <br />Right-of-way (ROW) has already been secured to support the widening of the westerly leg of the County Road <br />E/Lexington Avenue intersection. However, additional ROW will need to be secured by the County for the <br />Figure 2 <br />corresponding widening of the easterly leg. This area is depicted on . <br />West of the County Road E/Lexington Avenue intersection, the City will need to secure temporary and permanent <br />Figure 2 <br />easements to construct the project as depicted on . <br />The easements are associated with: <br />Widened sidewalk between Connelly Avenue intersections (permanent) <br />· <br />Retaining wall construction for sidewalk along the Staples property at the Pine Tree Drive intersections <br />· <br />(temporary) <br />Sidewalk construction in front of the former Carroll’s Furniture property (permanent) <br />· <br />The City will be required to complete the necessary ROW boundary work along County Road E between Connelly <br />Street and Lexington Avenue as well as prepare any associated easement exhibits. Ramsey County has agreed to <br />complete the necessary boundary and easement work east of Lexington Avenue and will also conduct all easement <br />negotiations on behalf of the City. Easement acquisition costs west of Lexington Avenue would be borne by the <br />City. <br />Construction permits are anticipated to be needed from Ramsey County, Rice Creek Watershed District and the <br />Minnesota Pollution Control Agency (NPDES). <br /> <br /> <br /> <br /> <br /> <br />
