ARDEN HILLS CITY COUNCIL JANUARY 13, 20149 <br /> <br />based on the findings of fact and the submitted plans as presented in the January 13, 2014, report <br />to the City Council, as amended by the following four (4) conditions: <br />1. That the project shall be completed in accordance with the plans submitted, as amended by <br />the conditions of approval. Any significant changes to these plans, as determined by the <br />City Planner, shall require review and approval by the Planning Commission and City <br />Council. <br />2. That the new structure shall not encroach any further into the front yard setback than that <br />of the existing structure. <br />3. That the new structure shall not exceed the height of the existing structure, which is based <br />on the vertical distance from grade plane to the average height of the highest roof surface <br />as defined by the building code. <br />4. That the color and roof material of the detached garage shall match or complement the <br />existing primary residential structure, and shall conform to all other requirements in the R- <br />2 Zoning District. <br /> <br />Mayor Grant <br />thanked City Planner Streff for his presentation and asked for Council comments <br />and questions. <br /> <br />Councilmember Holden <br /> thought that City Code required that siding of an accessory structure be <br />similar to the residential structure. She questioned why the applicant was proposing to use <br />fiberboard. <br /> <br />City Planner Streff <br /> explained that this was addressed in Condition 4 with language from City <br />Code, which states that the color and roof material of the detached garage shall match or <br />complement the existing primary residential structure. <br /> <br />Councilmember Holden <br /> asked who made the determination that the proposed siding <br />complemented the existing structure. <br /> <br />City Planner Streff <br /> indicated that the Planning Commission made a recommendation to the City <br />Council, but the final decision would be determined by the Council. <br /> <br />Mayor Grant <br />asked what purpose the slatted wooden screen served. He questioned how the <br />proposed building materials complemented the existing home. <br /> <br />City Planner Streff <br /> commented that the wood screen would deflect rain and snow from the <br />stairway. He provided the Council with an example of the proposed wooden screen. <br /> <br />Janneke Schaap <br />, Otagawa-Anschel Design Build, LLC, explained that the slatted wooden screen <br />would not be louvered. She reported that the wooden screen would direct the rain and snow onto <br />the adjacent landscaping. She discussed the stucco and wood materials that were used on the <br />principle structure, noting the colors selected for the garage would nicely complement the home. <br />Ms. Schaap further reviewed the building materials that would be used for the siding and roof. <br /> <br />Councilmember Holden <br /> asked what color the shingles are on the existing home. <br /> <br />
