ARDEN HILLS CITY COUNCIL—JANUARY 13, 2014 14
Judd Brasch, RSP Architects, explained that Boston Scientific was proposing to place
mechanical equipment in a building, and this will generate some noise. However, it is his opinion
that the noise heard by adjacent property owners was coming from the existing rooftop units on
Building 14. He explained that an air plenum would be used to reduce noise levels generated by
the new equipment in the mechanical space.
Councilmember Holden asked if the noise on the rooftop units could be mitigated.
Mr. Brasch commented that noise mitigation efforts have been taken by Boston Scientific to
reduce the noise levels coming from the rooftop units.
Councilmember McClung questioned if the noise levels on the Boston Scientific Campus are
currently within MPCA standards.
Mr. Brasch stated that this is the case.
MOTION: Councilmember McClung moved and Councilmember Werner seconded a
motion to approve Planning Case #13-021 for a Planned Unit Development
Amendment and Site Plan Review at 4100 Hamline Avenue North, based on
the findings of fact and submitted plans, as amended by the five (5) conditions
in the January 13,2014, report to the City Council.
Councilmember Holden proposed an amendment requiring the applicant to plant four trees along
the property line.
AMENDMENT: Councilmember Holden moved and Councilmember McClung
seconded an amendment adding Condition 6 requiring the applicant to
plant four spruce trees along the property line.
Councilmember McClung commented that the applicant was in agreement with the amendment.
The amendment carried (5-0).
Councilmember Holden discussed Condition 5 and questioned how staff would be able to
determine where noise levels were coming from. She suggested the City further regulate the noise
levels on this property through the PUD.
Mayor Grant stated that this was a good point. However, if MPCA noise levels are being
exceeded, Building 14 is likely the reason.
Associate Planner Bachler explained that noise levels are regulated by the MPCA and not the
City.
Councilmember Holden recommended Condition 5 be amended to strike the reference to
Building 14 and replace it with the Boston Scientific campus.
