1. Introduction <br />This traffic analysis has been conducted as part of the preparation of an Areawide Urban Alternative <br />Review for the TCAAP site development. This memorandum includes additional detail, and a more <br />comprehensive summary of the analysis results than what is provided in the AUAR. To determine the <br />impacts on the local roadway network, a traffic operations analysis was conducted for intersections <br />within the vicinity of the Proposed Project for the various development scenarios, and mitigation <br />Figure T1 <br />measures are identified based on the results. The project location is shown in. A more <br />Figure T2 <br />detailed project area, including the AUAR Study Area boundary is shown in. <br />2. Methodology <br />The traffic analysis includes two site development scenarios and roadway network scenarios to <br />address traffic impacts found in future conditions. This section defines the scenarios to be analyzed, <br />and the methodology toward the definition of the mitigation measures to be included in the AUAR <br />mitigation plan. Each of the elements below include both AM and PM peak hour condition analyses. <br />a. Analysis Scenario Descriptions <br />Site Development Scenarios <br />In addition to Existing and 2030 No Build Scenarios, the development scenarios include a Year 2030 <br />Minimum Development Scenario and a Year 2030 Maximum Development Scenario. The minimum <br />development scenario is the anticipated land use based on zoning requirements for the City of Arden <br />Hills, which provided a constrained analysis. Several long term improvements are being <br />considered in the project study area. Changes at the CR H and I-35W interchange will influence trip <br />Figure T3 <br />distribution for the proposed TCAAP project. These projects are shown in. A description <br />of the various transportation networks under each scenario is included below. <br />Internal Site Development Roadway System <br />The internal roadway system will consist of a north/south spine road, owned and operated by Ramsey <br />County in addition to a network of local streets.
