ARDEN HILLS CITY COUNCIL WORK SESSION MARCH 31, 20146 <br /> <br />Mayor Grant <br /> explained that if this were to proceed, he would want to see the façade more closely <br />fit into the B-2 District. He questioned how the applicant would use the additional 18,000 square <br />feet of space. <br /> <br />Ms. Behymer <br /> stated that she was uncertain at this time but commented that this site met all of her <br />other needs. <br /> <br />Councilmember Werner <br /> was uncertain how this matter should proceed. <br /> <br />Councilmember Holmes <br /> fully supported the request. <br /> <br />Councilmember McClung <br /> would rather see a proposal for this site that would tear down the <br />building and replace it with something more fitting in the B-2 District. <br /> <br />Mayor Grant <br /> questioned how many years Creative Catering has been in business and asked how <br />quickly the space would be open for business, if the matter were to proceed. <br /> <br />Ms. Behymer <br /> reported that she has been in business for the past 10 years. She estimated that the <br />space would be operational in three to six months. <br /> <br />Mayor Grant <br /> inquired how this item should proceed. <br /> <br />City Planner Streff <br /> explaine <br />would be added to the B-2 District to allow for kitchen and food assembly through the conditional <br />use permit process. Staff would work with the City Attorney to draft this language. This matter <br />would then go before the Planning Commission and City Council. <br /> <br /> <br />Based on the consensus of Council, staff was directed to proceed with this item. <br /> <br />Mayor Grant <br /> reiterated that this was not a final decision of the City Council but that there may <br />be enough support from the Council for the matter to proceed. <br /> <br /> <br />B.TCAAP Update <br /> <br />Community Development Director Hutmacher <br />commented that this was the first of the <br /> sessions to discuss TCAAP matters. She provided the Council with a <br />schedule of special meetings that are planned for the coming months. She requested that the City <br />Council discuss and provide direction on the following topics. <br /> <br />Infrastructure Study. The City and Ramsey County are working together on a Request for <br />Proposals for an infrastructure study that will consider roadways, utilities, surface water <br />management, and grading. Ramsey County will be the lead agency for the contract which will <br />include analysis and preliminary design for the Spine Road and other infrastructure. <br /> <br />Metropolitan Council Sewer Access Charge (SAC) Fees. New development is required to pay a <br />sewer availability charge (SAC) to the Metropolitan Council. The fee amount is variable <br />depending on the projected volume being added to the metropolitan sewer system. The one-time <br />
