ARDEN HILLS CITY COUNCIL—MAY 12, 2014 2 Community Development Director Hutmacher stated that on May 1, 2014, Ramsey County received four proposals for the development and design of on-site infrastructure (the "Infrastructure Study"). Interviews with two finalists have been held, and a consultant team will be chosen in time to allow work to proceed before the end of this month. Community Development Director Hutmacher reported that the demolition of the final remaining building on the TCAAP site, Building 502, is scheduled to occur on June 6, 2014. Work on soil remediation and removal of building pads and footings continues. Community Development Director Hutmacher indicated that public comments on the draft AUAR and Mitigation Plan are being accepted until May 28, 2014. The City Council is tentatively scheduled to review the final document on June 30, 2014, with approval in July. Community Development Director Hutmacher explained that the City submitted a Project Concept Plan, which is essentially a pre-application, to the Metropolitan Council's Livable Communities Demonstration Account (LCDA) on May 1, 2014. The application includes a request for $1,605,000 in Livable Community Act (LCA) funds for sidewalks and trails, lighting, landscaping, site preparation and grading, and architecture and engineering for public improvements in the TCAAP North Gateway Area which extends from the entrance to the site at I-35W/County Road H south through the town square. By June 2, 2014, the Metropolitan Council will notify the City if it will be invited to submit a full application. The deadline for the full application is June 30, 2014. Community Development Director Hutmacher reported that special and regular City Council work sessions have been scheduled to discuss issues related to the Master Plan and City infrastructure.
