8. Trip Distribution <br />a. Minimum Development Scenario Baseline Distribution <br />The directional trip distribution for the site-generated traffic was developed based on a review of <br />existing traffic patterns and users and the Twin Cities Regional Travel Demand Model. The <br />Figure T11 <br />anticipated directional trip distribution for site users is shown in . For the baseline <br />scenario, roadway improvements include items described previously for the existing, No Build and <br />Baseline transportation networks. <br />The associated site generated turning movement volumes for the Minimum Development Scenario <br />Figure T14 <br />Baseline Distribution are shown in , and the total resulting turn movement volumes for the <br />Figure T15 <br />scenario are shown in . For these baseline (unmitigated) development scenarios, access <br />to I-35W southbound from the project site is not provided from County Road H. Therefore access to <br />I-35W requires trips to continue further west to the intersection of County Road H and TH 10, to gain <br />access to southbound I-35W. <br />b. Maximum Development Scenario Baseline Distribution <br />Figure T16 <br />The associated site generated turning movement volumes are shown in , and the total <br />Figure T17 <br />resulting turn movement volumes for the scenario are shown in . For this unmitigated <br />development scenario, access to I-35W southbound from the project site is provided via a <br />reconstructed loop from County Road H with the addition of a divided ramp that crosses under the TH <br />10 southbound entrance to I 35W southbound. Therefore trips destined to I-35W southbound no <br />longer continue west to the intersection of County Road H at TH 10 to gain access to I-35W <br />southbound. <br />c. Minimum Development Scenario Mitigated Distribution <br />The directional trip distribution for the Maximum Development Scenario Mitigated Distribution is <br />Figure T12 <br />shown in . Because the mitigation scenarios were analyzed with varying transportation <br />system networks, the site-generated traffic distribution varies by scenario. Mitigation measures <br />described in the roadway geometry section of this document includes the re-introduction of CR H <br />southbound loop access to I-35W (removed as part of the baseline scenarios), which remains barrier <br />separated from I-35W southbound exit ramp to TH 10 southbound, and enters I-35W after joining the <br />TH 10 southbound access ramp to I-35W southbound. This change impacts site trip distribution and <br />Figure T18 <br />the result is shown in , and the total resulting turn movement volumes for the scenario are <br />Figure T19. <br />shown in <br />d.
