As a condition of approval, the lighting <br />and security plan will need to be approved by the Ramsey County Sheriff’s Department prior to <br />the issuance of any building permits. <br /> <br />Parking <br />A minimum of one enclosed parking stall is required per dwelling unit. With 40 dwelling units <br />proposed, a minimum of 40 enclosed parking spaces would need to be provided. Presbyterian <br />Homes has proposed 66 underground parking stalls for the Brownstone Buildings. <br /> <br />Common Area <br />A combination of indoor and outdoor common areas for recreation and leisure activities must be <br />provided. The proposed link between the two Brownstone Buildings will provide a club room <br />and recreation area on the ground level. The larger Johanna Shores property includes extensive <br />walking trails and open space areas for recreation and leisure activities. <br /> <br />Bicycle Parking <br />Enclosed bicycle parking is required to be provided at a rate of 0.5 spaces for every dwelling <br />unit. No dedicated bicycle parking facilities have been proposed. Given that the housing will be <br />for senior residents, staff believes it is reasonable for this provision to be waived. <br /> <br />Window Treatments <br />All windows that are visible to the outside are required to include window treatments. These <br />treatments are required to be consistent throughout the development. The submitted plans do not <br />provide the level of detail needed to determine if this requirement has been met. This provision <br />will be evaluated when the building permit application is submitted. <br /> <br />B. Landscaping and Tree Preservation – Section 1325.05 Subd. 1 and 1325.055 <br /> <br />A revised Landscaping and Tree Preservation Plan were submitted by the applicant and are <br />included in Attachments C and D. The Tree Preservation Plan approved in Planning Case 10-012 <br />required a total of 1,658 caliper inches of replacement trees to mitigate the 3,939 caliper inches <br />of significant trees removed for the project. During Phase I, an additional 118 caliper inches of <br />trees were removed that were identified for preservation in the approved plan. The City’s Tree <br />Preservation Ordinance states that unapproved tree loss is required to be replaced at a rate of two <br />caliper inches for every one caliper inch removed. This would increase the number of required <br />replacement trees to 1,894 caliper inches. To date, Presbyterian Homes has planted 1,800 caliper <br />inches of trees, leaving a current deficit of 94 caliper inches. <br /> <br />The Tree Preservation Plan for the property has been updated to reflect the removal of one <br />additional significant tree measuring 15 caliper inches during Phase II of the project. The <br />required mitigation for this approved removal will be 7.5 caliper inches, bringing the total <br />required tree plantings for Phase II to 101.5 caliper inches.
