Tree Selection <br />Presbyterian Homes has proposed providing a diverse selection of tree plantings for the <br />Brownstone Buildings, including Maple, Honeylocust, Oak, Linden, and Spruce trees. <br /> <br /> <br />C. Lighting – Section 1325.05 Subd. 3 <br /> <br />The City Code requires that lighting be downcast and shielded so that it directs light away from <br />adjoining lots and public streets and only on to the site to which the light is intended. Staff is <br />currently working with the applicant to verify the type of light fixtures used to ensure that this <br />requirement will be met. Cast light in excess of a meter reading of 1.0 foot candle on travel lanes <br />of adjoining public streets or 0.4 foot candles on adjoining residential properties is not permitted. <br />The submitted photometric plan shows foot candle readings of less than 1.0 along the County <br />Road D and Lake Johanna Boulevard. The exterior light fixtures used for the Brownstone <br />Buildings will not result in meter readings of more than 0.4 foot candles on adjacent residential <br />properties. <br /> <br />Staff has met with the Ramsey County Sheriff’s Department regarding the proposed lighting <br />plan. The Public Safety Services Division has expressed concerns about the arrangement and <br />types of light fixtures shown on the plan and has made recommendations for improving the <br />lighting to better address safety and visibility issues. The applicant is currently working on <br />making updates to their lighting plan based on this feedback and will be resubmitting the plan. <br />Staff is recommending as a condition of approval that the lighting plan be approved by the <br />Ramsey County Sheriff’s Department prior to the issuance of any building permit. <br /> <br />D. Screening – Section 1325.05 Subd. 4 <br /> <br />Screening is required for all parking and loading service areas. The parking lot on the south side <br />of the Brownstone Buildings will be screened by seven Oak trees planted between County Road <br />D and the parking area. On the north side of the buildings, the parking area will be screened from <br />Lake Johanna Boulevard by Spruce trees and existing tree plantings along the access driveway. <br /> <br />E. Parking – Section 1325.06 <br /> <br />Location <br />The City Code states that no off-street parking space, with the exception of driveways, shall be <br />within 20 feet of the right-of-way line of any public street. The surface parking lot on the south <br />side of the Brownstone Buildings would be located approximately eight feet from the County <br />Road D right-of-way line.
