Required Off-Street Parking Spaces <br />In the approved Master PUD, Presbyterian Homes proposed to construct 357 parking stalls as <br />part of the redevelopment project. To date, 173 surface spaces and 100 underground stalls have <br />been constructed. Phase II of the project will include an additional 40 surface spaces and 66 <br />underground stalls. Presbyterian Homes is also planning to construct eight angled parking spaces <br />along the drive accessing the McKnight Building to accommodate overflow visiting parking. <br />After the completion of these additional parking areas in Phase II, the total number of parking <br />stalls on the site will be 387. Of this total, there will be 16 accessible surface spaces and 5 <br />accessible underground spaces. <br /> <br />Staff reviewed the required off-street parking regulations for multiple family dwelling uses to <br />ensure adequate parking was being provided specifically for the Brownstone Buildings. City <br />Code requires that 1.1 spaces be provided per one-bedroom dwelling unit and 2 spaces per two- <br />bedroom units. A total of 12 one-bedroom and 28 two-bedroom units have been proposed. Based <br />on the Code requirements, a minimum of 69.2 spaces would need to be provided. <br /> <br /> <br />2. Traffic Review <br /> <br />The original Master PUD in Planning Case 10-012 was reviewed by the engineers from the cities <br />of Roseville and Arden Hills, as well as the Ramsey County Traffic Engineer. No concerns <br />regarding the project’s impact on traffic in the area were raised at that time. Presbyterian Homes <br />provided existing and anticipated traffic counts with their application so that staff could better <br />evaluate the trips generated by the site. <br /> <br />The proposed additional four independent senior apartments in the Brownstone Buildings are not <br />expected to substantially alter the traffic counts provided in 2010. While the additional <br />independent senior units will likely generate more day-time trips throughout the day by retired <br />residents, the elimination of the four hospice care units will reduce the number of peak am and <br />pm trips generated by employees of the facility. The number of residents in the Brownstone <br />Buildings relying on the County Road D driveway to access the site is expected to be <br />approximately 30. There are 20 units in the building facing County Road D and Presbyterian <br />Homes has stated that typically half of the units are occupied by a single resident and half by <br />couples. <br /> <br /> <br />3. Additional Review <br /> <br />The Building Official, City Engineer, and Fire Marshall have reviewed the submitted application <br />and have no additional comments regarding the proposed reconfiguration of the Brownstone <br />Buildings.
