Director of Public Works City of Arden Hills 1245 West Highway 96 Arden Hills, MN 55112 RE: Professional Services Agreement for Final Design County Road F/Lake Valentine Road Improvements Dear Mr. Maurer: Kimley-Horn and Associates, Inc. ("KHA" or"the Consultant") is pleased to submit this Professional Services Agreement to the City of Arden Hills ("City" or"the Client") for final design services for Lake Valentine Road. Our project understanding, scope of services, schedule, and estimated fee are provided below. Project Understanding We understand that MnDOT is currently planning for the replacement of the County Road F/Lake Valentine Road bridge over I-35W. As part of the preliminary planning process completed in July 2014, the following improvements were identified within the City of Arden Hills to provide a trail connection from the proposed 1-35W bridge to Mounds View High School: Construction of curb and gutter on the south side of Lake Valentine Road from the 1-35W bridge to Mounds View High School. s Construction of proposed storm sewer to collect stormwater runoff in the new curb and gutter. s Construction of a 10 foot bituminous trail along the back of curb on the south side of Lake Valentine Road. Approximately 600 feet east of the 1-35W bridge, the proposed trail transitions to 8 feet wide and a 6 foot boulevard will be introduced. The limits of the proposed trail are from the 1-35W bridge to Mounds View High School. Construction of a retaining wall and railing along the south side of the proposed bituminous trail for approximately 500 feet. 0 Mill and overlay of approximately 500 feet of Lake Valentine Road east of the MnDOT 1-35W bridge project limits. Scope of Services Based on our understanding of the City's desired outcomes, KHA proposes to complete the final design services specifically set forth below. Task 1 — Data Collection A. Topographic Survey University
