The remainder of the space would be used for permitted uses, including <br />but not limited to: business services; club, sports and fitness, manufacturing and processing <br />(class 1), office, and research and development. <br /> <br />The following Conditional Use Permit criteria apply to the proposed request required for <br />wholesaling and warehouse uses in the I-Flex District: <br /> <br />Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The Planning Commission and City Council should consider the <br />effect of the proposed use upon the health, safety, convenience and general welfare of the <br />owners and occupants of the surrounding land, in particular, and the community as a whole, <br />in general, including but not limited to the following factors: <br /> <br />1. Existing and anticipated traffic and parking conditions <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, <br />and other nuisance characteristics <br />3. Drainage <br />4. Population density <br />5. Visual and land use compatibility with uses and structures on surrounding land <br />6. Adjoining land values <br />7. Park dedications where applicable <br />8. Orderly development of the neighborhood and the City within the general purpose <br />and intent of the Zoning Code and the Comprehensive Development Plan for the City. <br /> <br />The City Council may place conditions on a permit if deemed necessary to protect the health, <br />safety, and general welfare of the community. Conditional Use Permits are granted for a <br />specific use at a specific site and are not transferable. <br /> <br /> <br />Section 1325 – General Regulations <br /> <br />A. Tree Preservation – Flexibility Requested <br /> <br />The applicant submitted a Tree Survey and Tree Replacement Plan as part of their tree <br />preservation and mitigation requirements (Attachment B). The table below outlines these <br />numbers and the additional requirements of the tree preservation ordinance pertaining to tree <br />removal and tree mitigation regulations. <br /> <br />Development of the site as proposed requires extensive tree removal. The applicant has <br />stated their intent to develop the lot in such a way that preserves as many high quality trees as <br />possible, knowing that many of the significant trees will have to be removed in order for the <br />lot to be developed into a viable use. In total 90 trees will be planted, equating to 310 caliper <br />inches. Based on the proposed tree removal, the City’s Tree Preservation Ordinance requires
