ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—APRIL 27, 2015 3 <br /> Public Hearings Planning Commission, July 8 <br /> Authorization to Submit to Met Council Regular Meeting, July 13 <br /> Final approval Regular Meeting, Nov 30 <br /> Community Development Director Hutmacher noted the following on the draft approval <br /> schedule: <br /> 1. The Comprehensive Plan Amendment (CPA) cannot be completed until the TRC has been <br /> at least preliminarily approved. Any changes to land uses or densities after the preliminary <br /> TRC approval will require duplicative work on the CPA. <br /> 2. Any changes to the draft CPA should be made prior to public hearing notices being posted <br /> which would occur on approximately June 24 according to the draft schedule above. <br /> Mayor Grant thanked staff for the recap and asked the Council for comments. He inquired if the <br /> Council could support the May 26th approval date. <br /> Community Development Director Hutmacher explained that the proposed approval schedule <br /> hinged on the May 26th approval date. <br /> Councilmember Woodburn asked why there was so much time between the authorization to <br /> submit to the Met Council and final approval of the TRC. <br /> Community Development Director Hutmacher commented that there was a 60-day required <br /> review process for adjacent municipalities, along with a 60-day review for Met Council. This <br /> equated to 120 days between when the Council approves the submittal of the document to the Met <br /> Council and when the Met Council can grant approval. <br /> Further discussion ensued regarding the approval process. <br /> Mayor Grant provided comment on the approval process and noted that the Fit Test completed <br /> by the County created delays. <br /> Councilmember Holden explained that it was going to be difficult for her to make 5:30 p.m. <br /> work sessions in June. She stated that she would not be able to attend the June 81h work session. <br /> Mayor Grant asked what Council action would be required on June 8th and 15th <br /> Community Development Director Hutmacher reported that the Council would be discussing a <br /> Comprehensive Plan Amendment which would require consensus and direction to staff, but no <br /> Council action is required on June 8th or 15tH <br /> Councilmember Holden questioned how the Council would address comments at the Public <br /> Hearing given the fact that it would be held after the TRC was granted preliminary approval. <br /> Community Development Director Hutmacher stated that staff did not anticipate significant <br /> changes as a result of the Public Hearing as the City has been holding public hearings at regular <br /> City Council meetings on a monthly basis to allow for comments on the TRC. <br />
