district is 30 percent and the minimum landscape coverage is 35 percent. Lot 1, comprised of
Buildings A, B, and C and Parking Ramp One, would meet these requirements, with structure
coverage of 23.82 percent and landscape coverage of 43.34 percent. Lot 2, comprising the
Boston Scientific campus, would satisfy the landscaping requirement with 55.57 percent
coverage but would need flexibility for structure coverage with 30.06 percent coverage.

Total Area
(square feet)
Structure
Coverage
(square feet)
Structure
Coverage
(percentage)
Landscape
Coverage
(square feet)
Landscape
Coverage
(percentage)
Lot 1
(Buildings A, B, C) 672,944 160,266 23.82% 291,640 43.34%
Lot 2 (Boston
Scientific Campus) 3,351,193 1,007,527 30.06% 1,862,340 55.57%
I-1 Zoning District
Requirements 30,000 30% or less 35% or more

Under the existing PUD, the property as a whole is now permitted with a total structure coverage
of 32.69 percent. The proposed amendment would result in an overall reduction in building
footprint on the Boston Scientific campus of 147,807 square feet.

B. Height

The maximum building height in the I-1 District is 35 feet. The approved PUD allowed for
flexibility on the height for most of the proposed buildings and parking ramps on the property.
On Lot 1, Building A measures 57 feet in height and Buildings B and C 42 feet. The parking
ramp located on Lot 1 is 40 feet in height.

The tallest new building proposed on Lot 2 is Building K with a height of 135 feet. Additional
new buildings exceeding the I-1 District height limits include Building M at 45 feet and Building
N at 60 feet. All five of the Lot 2 parking ramps would be greater than 35 feet in height, with the
tallest ramp being 60 feet in height.

With the proposed PUD amendment, no height increase is being requested for any of the
proposed buildings on Lot 2. However, the amendment does include a proposed increase in the
height of Parking Ramps 5, 6, and 7 from 40 feet to 60 feet in height in order to accommodate
additional parking needs.

C. Floor Area Ratio

The Floor Area Ratio (FAR) is the total square feet of building space divided by the total square
feet of the lot the buildings are located on. A higher FAR indicates more dense construction. The
maximum FAR allowed in the I-1 District is 0.6. Both Lot 1 and Lot 2 would have an FAR less
than 0.6.

City of Arden Hills
Planning Commission Meeting for February 4, 2015
P:\Planning\Planning Cases\2015\PC 15-001 - Boston Scientific - Master PUD Amendment and
Subdivision\Memos_15-001
