The proposed project would not have any impact on traffic or parking conditions because the use is accessory to the campus as a whole, and only provides facility space for soccer events that would already be held at this location. 15. The proposed project will not produce any permanent noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics. 16. The proposed project will not impact drainage. 17. The proposed project will not impact population density. 18. The proposed project is not expected to have a visual impact on surrounding properties or on land use compatibility with uses and structures on surrounding land or adjoining land values. 19. Park dedications are not applicable. 20. The proposed project does not conflict with the general purpose and intent of the Zoning Code or the Comprehensive Development Plan for the City. Recommendation The findings of fact for the Conditional Use Permit (CUP) Amendment support approval. However, if the City Council chooses to deny the application, the findings of fact would need to be amended to reflect the reasons for the denial. The Planning Commission reviewed Planning Case 15-009 and unanimously recommends approval (5-0) of the Conditional Use Permit (CUP) Amendment in order to construct a soccer facility building on the Ona Orth Athletic Field complex located at 3900 Bethel Drive, based on the findings of fact and the submitted plans as presented in the May 26, 2015, Report to the City Council, as amended by the following seven (7) conditions: 1. That the project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and City Council. 2. That the applicant shall continue to abide by all previous agreements and Conditional Use Permits, as amended by the conditions of approval of this application. 3. That a Conditional Use Permit Amendment Agreement shall be prepared by the City Attorney and subject to City Council approval. The CUP agreement shall be signed by the applicant and approved by Council prior to the issuance of any building permits. 4. That a building permit shall be obtained for the proposed soccer facility building. 5. That the building permit for the soccer facility shall be issued by June 1, 2016, or an extension shall be requested at least 45 days preceding this deadline. 6. That the applicant shall submit a financial surety in the amount of 125 percent of the estimated costs of landscaping (materials and installation) prior to the issuance of a
