ARDEN HILLS PLANNING COMMISSION—APRIL 4, 2001 6 <br /> Ms. Chaput reviewed the zoning requirements explaining planning Case #97-06 approved that <br /> dumpsters on the Gateway Properties be screened with, "...one inch by eight inch cedar siding <br /> attached to galvanized iron posts..." with a height of, "...seven feet (7'), its width was ten feet six <br /> inches (10'-6") and its depth was ten feet (10')" (See Exhibit A, Section A). There was no record <br /> of requirements for the Round Lake Road property. <br /> Ms. Chaput stated the Section 6, G, #2 of the Zoning Ordinance states that, "In all districts, all <br /> waste materials, debris, refuse or garbage shall be kept in an enclosed building or be properly <br /> screened and contained in a closed container designed for such purpose so as not to be visible <br /> from adjoining properties or public streets". <br /> Ms. Chaput explained the Zoning Ordinance does not specify that a screened enclosure was <br /> required for every dumpster but that the container must be closed and screened in some manner. <br /> It also does not state the types of materials or dimensions that are acceptable. Past applicants <br /> have had a mixture of cedar fencing and chain link fence with vinyl slats. <br /> The applicant was proposing a one-sided chain link fence with vinyl slats of silver or beige. The <br /> fence would be located between each dumpster and the road to adequately screen the dumpster <br /> from the road. The fence would be 8' by 10', extending one foot longer for the fencing located at <br /> the Gateway Center and Pacesetter properties (Phases 1 and 2 of the development). A similar <br /> type of screening was approved in Planning Case #00-40 for a trash compactor. This type of <br /> screening was appropriate for a property that is already developed and was a better solution than <br /> enclosing each and every dumpster with varying sizes of enclosures that are impractical for <br /> maintenance of the larger dumpsters. <br /> Ms. Chaput presented the Commission's options for consideration of this application and advised <br /> that Staff recommended approval of Planning Case #01-08, Planned Unit Development <br /> amendment for the properties at 4300 W. Round Lake Road and 1887 & 1987 Gateway Blvd. to <br /> install chain-link fencing with vinyl slats to screen all refuse containers all properties with two <br /> conditions as outlined in the staff report. <br /> Commissioner Erickson asked where the fences were located. Kelly Overtly, United Properties, <br /> indicated they would have cedar enclosures around each dumpster. She indicated where the <br /> dumpsters were located. She proposed to put a one-sided chain link fence 10 x 8 with vinyl <br /> inserts between the dumpster and the road on the 18887 Gateway Boulevard. <br /> Commissioner Zimmerman asked if the fences would be perpendicular to the building. Ms. <br /> Oerth responded that was correct. <br /> Chair Baker asked if they approved this tonight, what would happen if another dumpster was <br /> added. Ms. Chaput stated she wanted it to be stated as a condition, that any future dumpsters be <br /> screened by the tenant. <br /> Ms. Oerth stated at the present time, all of the buildings were completely rented out and she did <br /> not anticipate there would be many more, if any, dumpsters added. <br />
