Deadline for Agency Actions <br /> The City of Arden Hills received a complete application for this request on January 9, <br /> 2001. Pursuant to Minnesota State Statute, the City must act on this request by March 10, <br /> 2001 (60 days), unless the City provides the petitioner with written reasons for an <br /> additional 60-day review period. A letter was sent to the applicant, extending the 60- <br /> day review period to May 9, 2001. The City may,with the petitioners' consent, extend <br /> the review period beyond the May 9, 2001 date. <br /> Lastly, if the City denies the petitioners' request, "... it must state in writing, the reasons <br /> for denial at the time that it denies the request." <br /> Options <br /> 1. Recommend approval as submitted. <br /> 2. Recommend approval with conditions. <br /> 3. Recommend denial with reasons for denial. <br /> 4. Table for additional information. <br /> Recommendation <br /> Staff recommends approval of Planning Case#01-02, Master Planned Unit Development <br /> Amendment and Site Plan Review for a parking ramp,with the following conditions and <br /> reasons: <br /> 1. A parking structure of 45'-8" in height is permitted, as proposed, due to the potential <br /> long range plans for the facility, creating greater parking needs as a result of <br /> additional buildings, in turn preserving landscape area and not encouraging additional <br /> hard surface area greater than that permitted on the campus; <br /> 2. The applicant shall contact Rice Creek Watershed District for the required approvals; <br /> 3. The applicant shall amend final plans to comply with the City Engineer's comments <br /> in this memorandum; <br /> 4. The applicant shall meet with the Building Inspector and resolve the compliance issue <br /> with Universal Building Code 503.3 for distances between the buildings on the <br /> campus, including the parking structure; <br /> 5. Minimize outward exposure of lighting and use environmentally friendly lighting <br /> colors on the parking ramp; and <br /> 6. Application for a building permit must be made with the Building Inspector. <br /> Updates <br /> None at this time. <br /> 2 <br />
