Recitals. <br /> <br /> A. Bethel University is a non-profit institution of higher education (“Bethel”) which is <br />located in the City of Arden Hills, Ramsey County, Minnesota. <br /> <br /> B. On January 13, 2014, Bethel was issued a Conditional Use Permit for property it <br />owns located at 2 Pine Tree Drive in Arden Hills. The higher education use may include <br />administrative offices, general and specialized classrooms, meeting rooms, common spaces, and <br />other general educational and related purposes. <br /> <br /> C. Bethel has proposed to lease space to Verizon Wireless (“Verizon”), and Verizon <br />has requested a Conditional Use Permit (CUP) to install twelve wireless panel antennas and related <br />equipment on the existing building located at 2 Pine Tree Drive. <br /> <br /> D. The City previously approved a CUP in 2009 allowing for the installation of a roof- <br />mounted monopole and antennas for Clearwire Wireless at 2 Pine Tree Drive (PC #09-020). The <br />existing monopole extends 13 feet above the roof height of the penthouse. <br /> <br /> E. The Zoning Code requires a CUP for all new antenna installations in the City. The <br />Zoning Code provides that the proposed antennas would be a permitted conditional accessory use to <br />the principal higher education and office uses on the property. <br /> <br /> <br />
