The motion carried unanimously (5-0). <br /> <br />COMMENTS AND REPORTS <br /> <br />A. Report from the City Council <br /> <br />Councilmember Holmes updated the Planning Commission on City Council activities from the <br />April 13, 2015, City Council Regular Meeting reporting that the City Council approved (3-2, <br />McClung and Woodburn opposed) the remaining land use requests in Planning Case 15-002 <br />relating to the expansion of the Frattallone’s Ace Hardware seasonal garden center at 3527 <br />Lexington Avenue North. The City Council previously approved the requests for a Preliminary <br />Plat and a PUD Amendment in Planning Case 15-002 on March 30, 2015. This case was <br />reviewed by the Planning Commission on February 4, 2015, and received a recommendation for <br />approval (4-2, Bartel and Zimmerman opposed). <br /> <br />Councilmember Holmes explained that at the April 27, 2015, City Council Regular Meeting, <br />the City Council approved (5-0) Planning Case 15-006 for a Conditional Use Permit for the <br />existing restaurant use and the proposed deck addition at 4703 U.S. Highway 10 (Big Ten Supper <br />Club). The Planning Commission reviewed Planning Case 15-006 on April 8, 2015, and <br />recommended approval (6-1, Holewa opposed) of this request. In addition, the City Council also <br />approved (5-0) Planning Case 15-007 for amendments to the Zoning Ordinance, Subdivision <br />Ordinance, and Erosion and Sediment Control Ordinance. The purpose of these text amendments <br />was to bring the City Code into compliance with the Federal Clean Water Act and the State <br />General Stormwater Discharge Permit requirements. This case was reviewed by the Planning <br />Commission on April 8, 2015, and received a recommendation for approval (7-0). <br /> <br />Councilmember Holmes noted that the Economic Development Authority discussed the <br />progress of the City’s Business Retention and Expansion program at their meeting on April 27, <br />2015. She thanked Chair Thompson and Commissioner Zimmerman for participating in the BRE <br />program. <br /> <br />Councilmember Holmes provided an updated on the Pavement Management Program in the <br />Venus/Crystal and Grant/Noble neighborhoods. <br /> <br />B. TCAAP Update <br /> <br />City Planner Streff reported on Monday, April 6, 2015, the Joint Development Authority <br />adopted the Energy Integration Resiliency Framework (EIRF) and authorized staff to move <br />forward with the implementation steps identified by the EIRF including: <br /> <br />• Negotiate with the General Services Administration for conveyance of the excess portion <br />of the former Primer Tracer Area (PTA) for use as a Solar PV site; <br />• Secure a demolition/remediation contract to prepare the PTA for Solar PV installation; <br />• Prepare a RFP and solicit proposals for construction and operation of Solar PV; and <br />• Continue to work with the Army to secure long-term rights to utilize heat from the ground <br />water treatment system and install a heat exchanger/pumping station within the ground <br />water filtration building for operation of a low-temperature district energy system.
