ARDEN HILLS PLANNING COMMISSION – May 6, 2015 19 <br /> <br /> <br />City Planner Streff explained Kimley-Horn has completed the Fit Test and presented the results <br />to the City Council. Fit Test #1 evaluated how the site could be laid out with roadways and <br />development lots given strict adherence to the draft TCAAP Redevelopment Code (TRC). While <br />the maximum number of residential units currently allowed in the draft TRC is 1,480 units, Fit <br />Test #1 resulted in an actual built unit yield of 1,318 units. This is largely related to the difficultly <br />in achieving the maximum density under “real world” conditions such as irregularly shaped <br />development parcels and placement of roadways and other infrastructure. <br /> <br />City Planner Streff indicated Fit Test #2 generally followed the draft TRC but assumed more <br />flexibility with the size, location, and density of residential subdistricts. Fit Test #2 resulted in an <br />actual built unit yield of 1,588 units. Most of the additional residential units were in the Hill <br />Neighborhood where Fit Test #2 placed larger numbers of small- and mid-sized lots as well as <br />townhomes, detached townhomes, and manor homes. <br /> <br />City Planner Streff stated the City Council expressed concerns regarding the density and total <br />number of residential units proposed in Fit Test #2. At the April 20, 2015, work session meeting, <br />the Council provided direction to limit the number of multi-family (apartment, condominium or <br />senior) units to 450 and to make changes to reduce the overall maximum number of residential <br />units from 1,480 to approximately 1,334. The City Council continues to discuss their vision for <br />number and mix of residential units as well as other issues related to the TRC. <br /> <br />City Planner Streff commented the City Council has established a deadline for preliminary <br />approval of the TRC of May 26, 2015. The City Council continues to meet to discuss the TRC <br />and has scheduled a special work session for Saturday, May 2, 2015, at 9:00 a.m. at City Hall. <br /> <br />Commissioner Holewa questioned when the Planning Commission would be holding a public <br />hearing for the Comprehensive Plan Amendment. <br /> <br />Associate Planner Bachler anticipated that the Comprehensive Plan Amendment would be <br />brought to the Commission in June as a worksession discussion item. The formal public hearing <br />is tentatively scheduled for the July Planning Commission meeting. <br /> <br />C.
