ARDEN HILLS PLANNING COMMISSION WORK SESSION – JUNE 3, 2015 2 <br /> <br />that are vital to the successful and efficient functioning of the community. Each chapter in the <br />Plan has been examined in a comprehensive and community-wide manner in order to take <br />advantage of opportunities, increase efficiency, and work toward building stronger community. <br /> <br />City Planner Streff reported that while the Plan is a guide for development through 2030, it is <br />intended to be a flexible and responsive document that can be amended to acknowledge changing <br />conditions and new opportunities. To best achieve the City’s vision, the Plan must be <br />continually referenced, updated and used on a regular basis. The document provides a path for <br />the City but does not dictate specific activities or absolute decisions; instead, the Plan is intended <br />to help City leaders in developing policies, programs, ordinances, capital improvement plans, and <br />budgets that reflect the overall values and priorities of the residents and businesses. <br /> <br />City Planner Streff reviewed the TCAAP Comprehensive Plan Amendment in detail with the <br />Commission and requested comments and feedback. He explained that on Wednesday, July 8, <br />2015, the Planning Commission is tentatively scheduled to hold a public hearing for the CPA, <br />Rezoning, and approval of the TCAAP Redevelopment Code (TRC). <br /> <br />Associate Planner Bachler discussed the design standards that were written into the TRC. <br /> <br />Chair Thompson opened the floor to Commission for comments or questions. <br /> <br />Commissioner Bartel requested further information on the difference between gross and net <br />density. <br /> <br />City Planner Streff explained that the Metropolitan Council’s calculation for gross density <br />included all of the roadways and infrastructure. Net density is calculated by subtracting from <br />gross acres wetlands, public parks, and arterial streets. <br /> <br />Commissioner Holewa asked how many acres were designated for park land on TCAAP. <br /> <br />Associate Planner Bachler reported 25 acres were zoned for park land, which was <br />approximately 6% of the 427-acre TCAAP parcel. <br /> <br />Commissioner Zimmerman inquired if a master developer would be responsible for adhering to <br />the TRC. He wanted to be ensured that the TRC rules and regulations would be followed. <br /> <br />Associate Planner Bachler explained that this would be the responsibility of a master developer <br />or other developers that purchase parcels on TCAAP. He reported that the Joint Development <br />Authority (JDA) would be reviewing all development plans that conform to the TRC standards. <br /> <br />Chair Thompson liked the idea of a master developer as this would provide the City and JDA <br />with a single point of contact while the site was developing. <br /> <br />Commissioner Bartel requested that staff provide the Planning Commissioners with all of the <br />chapters that will be updated as soon as possible so that the Commissioners have time to review <br />the information prior to the July 8, 2015, Public Hearing. <br />
