ARDEN HILLS PLANNING COMMISSION WORK SESSION – JUNE 3, 2015 3 <br /> <br />City Planner Streff reported that staff would supply this information to the Planning <br />Commission. <br /> <br />Commissioner Bartel wanted to see the TRC in a format that was easier to process both for <br />himself and for the general public. He encouraged staff to create an executive summary that <br />explains what sets this zoning code apart from other communities. <br /> <br />Councilmember Holmes reported that the biggest area of contention for the Council at this time <br />was density. Another concern was that the TCAAP site only had two entrances/exits. She <br />understood that an entrance/exit onto Highway 10 would not be allowed. <br /> <br />Further discussion ensued regarding the density of current neighborhoods in Arden Hills. <br /> <br />Commissioner Bartel was frustrated with the link between the City and the residents. He stated <br />that the TRC was a very large document, which would take a great deal of time to digest. He <br />questioned how the City can further encourage the public to attend the upcoming hearings in <br />order to gain comments and feedback. <br /> <br />Associate Planner Bachler understood that the TRC was a technical document, which may not <br />be easy for all residents to review and provide comment. <br /> <br />Chair Thompson understood Commissioner Bartel’s point and encouraged staff to create a <br />summary of the TRC for the Planning Commission and public to review. <br /> <br />City Planner Streff commented that staff would draft a summary or presentation of the TRC for <br />the Commissioners and public to review. <br /> <br />Commissioner Jones recommended that staff create a potential timeline for the TCAAP <br />construction and build out. <br /> <br />Chair Thompson stated this may make the development more real to the residents of Arden <br />Hills. <br /> <br />Commissioner Zimmerman indicated that the Planning Commission can provide input, but <br />believed that the needs and wants for the site may change over the next 10 years while TCAAP <br />develops. <br /> <br />Commissioner Holewa questioned if the Energy Resiliency Advisory Board’s (ERAB) <br />recommendations were considered in the TRC. <br /> <br />Associate Planner Bachler discussed areas within the TRC that had been amended based the <br />recommendations provided by ERAB. <br /> <br />Commissioner Zimmerman believed that the actions and recommendations of the ERAB <br />should be considered further by Ramsey County and be included within the TRC. <br /> <br />Commissioner Jones discussed the benefits of constructing buildings to an energy star rating. <br />
