It was noted that following the Public <br />Hearing, the City Council will consider public comments prior to making final approval of the <br />TRC and CPA contingent on Metropolitan Council approval. <br /> <br />Associate Planner Bachler provided further comment on the TRC. He discussed the zoning <br />map, commercial and industrial areas, and noted how the three residential neighborhoods could <br />potentially develop. Building materials and open space requirements were discussed. He <br />commented that a gateway overlay district was proposed for areas adjacent to the two entrances <br />to TCAAP, which would require enhanced landscaping and architectural design standards. He <br />reviewed the language in the TRC regarding recommendations for energy efficiency. <br /> <br />City Planner Streff discussed the next steps for the TCAAP planning process. He indicated that <br />the Comprehensive Plan Amendment was the next step. He provided comment on the proposed <br />amendments to the Comprehensive Plan and noted the amendments would have to be approved <br />by the Metropolitan Council. He reviewed the proposed trail system within TCAAP noting the <br />City was interested in keeping the site walkable. <br /> <br />Community Development Director Hutmacher reported that the TCAAP demolition and <br />remediation work was almost complete. This would allow for infrastructure to be completed in <br />2016 and private development to occur beginning in 2017. <br /> <br />Chair Thompson opened the floor to Commission questions. <br /> <br />Chair Thompson asked if the PTRC reviewed the TRC, and if so, requested that the comments <br />from the PTRC be acknowledged by staff within their presentation. <br /> <br />Community Development Director Hutmacher stated the PTRC had reviewed the TRC and <br />the plans for the parks. She indicated that their comments could be written into the presentation. <br /> <br />Commissioner Holewa asked if mixed use residential would be allowed. <br /> <br />Community Development Director Hutmacher commented the Council has prohibited mixed <br />use residential on TCAAP. <br /> <br />Further discussion ensued regarding mixed use developments. <br /> <br />Commissioner Bartel discussed how the changing housing market could impact the future <br />development of TCAAP. <br /> <br />Chair Thompson understood that the housing market was dynamic and variances within the <br />TRC may be requested. She believed that the TRC was a great starting point for the City. <br /> <br />Commissioner Holewa questioned how many people would be living in the Town Center <br />neighborhood. <br /> <br />Community Development Director Hutmacher discussed the proposed density for the Town <br />Center neighborhood. It was estimated that approximately 2,000 people would be living in the <br />Town Center neighborhood.
