ARDEN HILLS CITY COUNCIL – AUGUST 10, 2015 4

Ms. Engum provided clarification on the plans noting that some of the pink lines were the creek
realignment, while others were trail segments.

Councilmember Holden asked how big the shoulders would be on the north and south sides of
the roadway.

Ms. Engum explained that the shoulders would be five feet wide.

Councilmember Holden inquired how the City of Mounds View acquired federal funding for the
project.

Ms. Engum reported that this was a very dangerous intersection in Mounds View and as such, it
required signals which greatly assisted Mounds View in receiving federal dollars.

Mayor Grant discussed how traffic would flow through the roundabout and to the Spine Road.

Councilmember Holden questioned the capacity of the roundabout.

Ms. Engum commented that the roundabout was designed to handle the full build out of TCAAP.

Mayor Grant opened the public hearing at 7:37 p.m.

With no one coming forward to speak, Mayor Grant closed the public hearing at 7:38 p.m.

MOTION: Councilmember McClung moved and Councilmember Holmes seconded a
motion to adopt Resolution #2015-039, granting Municipal Consent for the
County Road H/I-35W Interchange.

Councilmember Holden questioned if there was a rush to approve this project, given the fact that
the County has put TCAAP on hold.

Public Works Director Maurer stated that he had asked MnDOT that question and their
response was that the interchange would move forward due to needs of the interstate system
regardless of the status of TCAAP.

The motion carried (5-0).

8. NEW BUSINESS

None.

9. UNFINISHED BUSINESS

None.

10. COUNCIL COMMENTS
