CONSENT ITEM – 5C <br /> <br />City of Arden Hills <br />City Council Meeting for August 31, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-017 - Boston Scientific - Site Plan Review\Memos_Reports_15-017 <br /> <br />Page 2 of 6 <br /> <br />The proposed project includes the removal of a small parking lot consisting of eleven (11) <br />parking spaces adjacent to the east side of Building 10. The eleven (11) spaces being removed <br />will be added to the existing one hundred and twenty-five (125) spaces that are currently striped <br />along Innovation Way for a total of one hundred and thirty-six (136) spaces. Of the one hundred <br />and thirty-six (136) spaces, twenty-six (26) will be moved to the west side of Innovation Way to <br />provide a parking area for parent drop-off. Approximately 5,550 square feet of bituminous <br />parking space and sidewalk area will be removed to provide for the installation of the new <br />outdoor play area and concrete sidewalk. <br /> <br />The applicant has submitted a project narrative describing the request (Attachment C) and a <br />development plan set (Attachment D) indicating the existing and proposed conditions of the <br />property. <br /> <br /> <br />Plan Evaluation <br /> <br />1. Zoning Regulations <br /> <br />A. Site Plan Review – Site Plan Approval Required <br /> <br />A Site Plan Review is required by the City’s Zoning Code for the reorganization of parking, <br />drives and entrances and new development or additions within any industrial district. <br /> <br />The applicant is proposing to remove a small parking lot area consisting of one driveway and <br />eleven (11) parking spaces adjacent to the east side of Building 10 in order to create the new <br />outdoor play area for the day care facility. <br /> <br /> <br />2. Section 1320 – District Provisions <br /> <br />A. Lot Size, Structure Coverage, and Landscaping <br /> <br />The lot is in conformance with the I-1 Zoning District requirements in terms of minimum lot <br />area, depth, and width. The maximum structure coverage allowed in this district is 30 <br />percent and the minimum landscape coverage is 35 percent. The Boston Scientific Campus <br />would satisfy the landscaping requirement with 55.23 percent coverage at full build-out but <br />requires flexibility for structure coverage. Planning Case 15-001 granted Boston Scientific <br />the flexibility to increase the structure coverage on the campus to 30.06 percent. <br /> <br /> <br /> <br />
