ARDEN HILLS CITY COUNCIL—JULY 13, 2015 11 Mayor Grant questioned how the Council should proceed at this time. City Attorney Jamnik advised how the items were linked and must be approved together. Councilmember Woodburn appreciated all of the work the Council and staff had done on the CPA and TRC. He requested that the Council reconsider the CPA motion at this time. MOTION: Councilmember Woodburn moved and Councilmember Holden seconded a motion to reconsider Resolution 2015-037. The motion carried 4-1 (McClung opposed). RECONSIDERED MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve Resolution 2015-037, a resolution adopting an amendment to the Comprehensive Plan for TCAAP property. The motion carried 4-1 (McClung opposed). MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve Ordinance 2015-006, an ordinance amending Chapter 13 of the Arden Hills City Code to rezone the 427-Acre TCAAP property. Mayor Grant stated that he would have liked to have seen the retail more integrated into the residential neighborhoods; however, this was not the case. Councilmember Woodburn indicated that he had many reservations with almost every section of the zoning. However, he said that he would support the motion because he recognizes the immense efforts put forth by the Council and staff to produce a consensus. The motion carried 4-1 (McClung opposed). MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to approve Ordinance 2015-007, an ordinance amending Chapter 13 of the Arden Hills City Code and adopting the TCAAP Redevelopment Code (TRC) as Section 1380 of the Arden Hills Zoning Code. The motion carried 4-1 (McClung opposed). MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to approve publishing a summary of Ordinance 2015-006 and Ordinance 2015- 007. The motion carried 4-1 (McClung opposed). 9. UNFINISHED BUSINESS A. Accept City Administrator's Retirement Letter Director of Finance and Administrative Services Iverson requested the Council accept City Administrator Klaers' retirement letter effective October 2, 2015.
