The city had <br /> some very capable people on its staff until just recently, but those people elected to leave, suggesting that <br /> the current administration was causing them frustration. It doesn't seem that the current administration <br /> has a well-defined long-term strategy in mind and that's very unfortunate, but apparently not likely to <br /> chan e. <br /> 24, I think the quality of our staff is most important. If there are critical issues that are beyond the abilities of <br /> our staff it would be wise to evaluate the cost of the advantages of undertaking the project verses the extra <br /> costs required. <br /> 2.% AH is staffed well do to almost nothing.
