R <br />Village Council Meeting - 13 May 1974 (continued). -r <br />Page Three <br />The Council voted 3-2 against issuing industrial revenue bonds to finance I.C. Systems, Inc. construction. <br />Approval was given for the Parks Department to purchase a 6,000 pound capacity trailer from Jon Co. <br />Trailer Service at a cost of $890. <br />Metro Transit plans an interchange bus connection at Rosedale to both St. Paul and Minneapolis. Villages <br />involved will be requested to up -grade streets. Most of this plan should be operational by June 1975. <br />A "park and ride" area is presently proposed on Fernwood near Rosedale. <br />In the future Village Elections will be held in even years only; electing two councilmen- and the mayor <br />at each regular biennial election. Councilman Charles Crichton's term will be shortened by one year <br />so that it expires at the end of this year. <br />Vi Iloge Counci I Meeting - 28 May 1974 <br />A non -conforming use permit was granted to Mr. Lindemer to use an upper floor of a building at <br />1467 West .County Road E as an apartment. <br />Approval was given to a Joint Powers Agreement regarding the use of Mounds View High School tennis <br />courts. <br />The Council awarded the bid for the 1974 seal coating project to Bituminous Roadways, Inc., in the <br />amount of $12,416. <br />Discussion arose again by Engineer Lund concerning the status of illegal sanitary sewer connections by <br />Suburban Engineering at Arden Manor Mobile Home Park. At this site three houses are to be moved and <br />they have requested a change in the external lighting fixtures. <br />The landscape plan and issuance of the Building Permit for Red Fox Inn on N, Lexington was approved. <br />I.C. Systems was given the opportunity to present again their request for issuance of industrial revenue <br />bonds. In a reversal of previous action the Council agreed to issue industrial revenue bonds to finance <br />construction of,a 1.2 million building. for I.C. Systems, Inc. The Council vote was three in favor and <br />two abstaining. <br />Planning Commission Meeting - 4 June 1974 Dave Lacey, Reporter <br />Steak House considered at SE corner of Highway 51and County Road E. Two access drives, both to <br />County Road E by Standard Station. Lot split requested' so can have another business building in front. <br />Restaurant to have 124 seat capacity - family place. <br />Pemtom substituting townhouses for patio homes in north section. Totals 306 units in total development <br />now. North section to be bigger and better. Residents of Pemtom at meeting and seemed well satisfied <br />with homes. <br />Commission approved second addition and landscape plan of Dreyfus project on Lexington. Also <br />suggested a feasibility study for access and egress to Harriet Avenue from Lexington to a line parallel <br />' to. Highway 51 to approach to County Road E, and from Harriet Avenue South to the intersection of <br />Hamline and Ingerson. Commission continues to have water drainage concern for Tiller Lane residents. <br />
