Currently under Council consideration: At the February 4 meeting of the <br />Public Safety Committee, it was recommended Council consider and approve <br />participation in a proposed Northwestern Suburban Youth Service Bureau, <br />and appoint a Board Member to it. (Councilman William Feyereisen who is <br />a Counselor at Mounds View High School, is currently servingonthe plan- <br />ning committee for this proposed youth service organization.) Some back- <br />ground on this follows below ..... <br />..... Dennis Rau, Student Service Coordinator, School District #621 presented <br />at the above Public Safety meeting, the purpose, aims and intents of the <br />Youth Service Bureau to be established for the communities of Roseville, <br />Moundsview, Shoreview, Little Canada, Lauderdale, Falcon Heights, New Brigh- <br />ton, North Oaks, Arden Hills, and School Districts 621 and 623. According <br />to current school enrollment statistics, there are approximately 28,000 <br />school age young people in this area. It is proposed these entities join <br />in submitting an application for federal funding to implement the program. <br />The total budget for this proposed project is $76,983.00 for a 12 -month <br />period. $69,285.00 of this amount would be requested from LEAA Funds <br />(Law Enforcement Assistance Administration of the Department of 'Justice); <br />the remainder, $7,698.00 from Ramsey County. No funding would be required <br />of the villages for two years if the application for federal funds is ap- <br />proved, with shifting of the burden after that time to the participating <br />units of government. <br />The proposal calls for a paid staff of five: A Director at an annual'sal- <br />ary of $15,000 (qualification requirements include graduation from an ac- <br />credited four year college or university with a major in social sciences <br />or a related field, minimum of three years full-time paid experience in <br />related field, including one year of experience in a supervisory capacity); <br />one Family Counselor at an annual salary of $12,000 (qualification require- <br />ments include graduation from an accredited four year college or university, <br />Master's Degree preferable, with a major in Sociology, Psychology, Social <br />Work or related field, minimum of two years experience in counseling field <br />which must include work with families); two Counselors at an annual salary <br />of $10,00 each (qualification requirements include graduation from an ac- <br />credited four year college or university with a major in the social sciences <br />or a related field, or course work and related experience, and two years ex- <br />perience working directly with youth); and one Secretary at an annual salary <br />of $6,500. In addition to the budgeted $53,500 for these five salaries, an <br />annual budget of $8,360 is additional for Fringe Benefits. <br />Initial goals of the Youth Service Bureau are the establishment of the bur- <br />eau itself and a referral service for area youth. Mr. Rau stated there are <br />no services of this type now available in Northwest Suburban Ramsey County. <br />(Ramsey County has a system of Youth Service Bureaus serving the St. Paul, <br />North St. Paul -Maplewood and White Bear Lake School attendance areas.) There- <br />fore the only options open to Police Departments are to "Warn and Release" <br />or petition to court. It is hoped all "warn and release" cases would be re- <br />ferred to the Bureau. <br />Following is a breakdown in the categories of "warn and release" and "peti- <br />tions to court" for the period from January 1, 1975 to September 1, 1975 <br />for the areas named from Police Department records: <br />
