Also under study by the Public Safety Committee: Controlling or <br />closing the Highway 51 entrance to Bethel College. Police report there <br />have been 15-20 accidents at this intersection in the past year; most of <br />these involved bodily injuries and most were caused by cars attempting , <br />to cross the two lanes of traffic in order to make a left turn into Bethel <br />from Highway 51. An inquiry will be made to the State Highway Department <br />to determine if they would run a traffic count on the number of left turns , <br />at this point to assist the Public Safety Committee in making its recommend- <br />ation..... <br />I I <br />..... "P-1" is an expression becoming increasingly familiar to more; and <br />more village residents. P-1 is a new zoning description which refers to <br />properties used by a limited section of the public, such as colleges, li- <br />braries, municipal buildings, post offices, churches, schools, etc. which <br />are not essentially residential, commercial or industrial usages. At at <br />least two recent village meetings the P-1 description and concept generated <br />confusion - and some attacks..... One of these occasions was the January <br />' <br />10'Public Hearing Re Proposed Adoption of a New zoning Ordinance and New <br />zoning Map'. (This new proposed zoning Ordinance has been under study by <br />village Committees and Officials for several years, and its formal public <br />debut was Jan. 10.) Although residents raised questions or objections to <br />various proposals included in the new map, the P-1 issue seemed the "hot- <br />test", with a number of citizens wondering if the P-1 areas weren't designed, <br />to favor the interests of the "public" users rather than those of the adja- <br />cent residents..... Several days prior to the above Public Hearing, at the <br />Planning Commission meeting of January 4, Commission members held a lengthy <br />' <br />discussion of their own on the P-1 description, with the upshot being a un- <br />animous motion from the Commission recommending to Council that it (Council) <br />postpone its decision on the P-1 District until the current controversy re- <br />garding Northwestern College (which falls in the proposed P-1 category - as <br />do Presbyterian Homes, Bethel College and Lake Johanna Elementary School) <br />is resolved..... Council seems to have a real Hot Potato on its hands with <br />this one. Presumably Council members have retired to their respective cor- <br />ners, holding their aching heads, and will deliberate further before taking <br />final action on the proposed zoning ordinance and map..... From the Public Safety Committee/Police Department: Police Chief <br />Pat Sexton is on an indefinite leave of absence for reasons of health, and <br />Police Lieutenant McCall is his stand-in for the time being..... There <br />has been some talk and thought regarding a reorganization of the Police <br />' <br />Department, such as contracting with Ramsey County for police service. <br />After lengthy discussion the Public Safety Committee drafted a unanimous <br />motion to Council stating it strongly favors maintaining "an Arden Hills <br />, <br />Police Department"..... <br />.....
